As Senior Program Analyst, you will provide expert analysis to top regional management on a variety of subject matter, and initiate and/or lead projects involving the evaluation of regional program/operations.

Location of position: GSA, Federal Acquisition Service,Technology Transformation Services, in Washington, DC.

Responsibilities

GSA's Office of Technology Transformation Services (TTS) applies modern methodologies and technologies to improve the lives of the public and public servants. We help agencies make their services more accessible, efficient, and effective with modern applications, platforms, processes, personnel, and software solutions. Our organization is comprised of several business units and an operations support team.

Responsibilities of a Program Analyst include:
  • Monitors and evaluates assigned regional programs and initiatives.
  • Develops recommendations for regional activities, operating policies, and/or procedures.
  • Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating solutions, and recommending appropriate action.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial, and sometimes highly sensitive aspects of the program.
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the study are extremely broad and difficult to determine in advance.
  • Prepares and conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS-13 salary range starts at $102,663 per year. Salary range includes locality pay for the Washington, DC area.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives, and using quantitative and qualitative data to determine if success has been met.

  • Mastery of program analysis, management and evaluation methodologies to perform studies impacting Agency operations.
  • Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • Skill in identifying actual or potential problem areas, trends, significant program accomplishments, areas of imbalance, or other similar factors in the widely diversified programs studied to measure/evaluate program progress.
  • Ability to present findings and conduct formal meetings in a concise and professional manner.
  • Ability to identify problem areas, conduct extensive research and make decisions or recommendations of a highly critical nature.
