This position serves as a Branch Chief in a supervisory capacity within the Center for Development of Security Excellence (CDSE) of the Defense Counterintelligence Security Agency (DCSA), subordinate agency to the Office of the Secretary of Defense (OSD).

Responsibilities

As a SUPERVISORY SECURITY SPECIALIST (Branch Chief, Personnel Vetting) you will be responsible for the following duties:
  • Serves as a Project Manager in planning projects, determining scope, organizes project teams, providing stimulus, monitoring progress, intervening when needed, evaluating progress toward project goals, observing constraints, and interfacing with vendors. Ensuring projects are on time, within budget and quality assurance.
  • Develops, delivers, and evaluates training, products, and services.
  • Plays an integral role in blending distance learning, technology-based training, and other educational technology strategies into existing classroom instruction.
  • Serves as a recognized, authoritative consultant and provider of training for the protection of national security assets and performance of sensitive duties.
  • Plans, coordinates, implements, and maintains personnel vetting related content in security certification programs.
  • Plans, develops, and conducts training curriculum reviews with security community to ensure security personnel are provided standardized training and are properly prepared to meet certification requirements in a timely manner.
  • Provides research and advisory services to the DoD, its components, and contractors regarding the management, integration, and application of personnel vetting related policies, procedures by supporting the development and sustainment of instructional programs, products, and services.
  • Responsible for managing the Personnel Vetting Curriculum Program.
  • Provides oversight and guidance to curriculum managers, instructional system specialists and instructor delivery supervisors for a specific curriculum team; supervises multiple employees, typically GG-14 and GG-13 grade levels.
  • Executes administrative and technical supervisory actions to include tasking, advising, and directing.
  • Assigns and prioritizes subordinate workload; reviews subordinate work for quality and provides technical assistance, counsel, or instructions when necessary.
  • Provides support through planning, coordination, implementation, and maintenance of training content for current and emerging security certification programs. Provides program management support requiring frequent coordination with senior members of the security community.

  • Formal instructor or adult education training is preferred.
  • Position requires Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Security Program Integration Professional Certification within 24 months of assuming the position.


Qualifications

Specialized experience required for this position is defined as expert knowledge of Personnel Vetting related programs, Security Executive Agent, and Suitability Executive Agent, policy and requirements; Planning, coordinating, and facilitating security programs, products, and services; managing projects and employing project management life-cycle principles; and supervision experience to include employee performance evaluation, mentoring, and hiring.

Specifically you will be evaluated on the following competencies:

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
