Summary
This announcement is open to current, permanent Career or Career-Conditional OPM employees.
This position is located in OPM Human Resources, HR Operations. In this role, you will lead a team of HR professionals who provide a full range of human resources consulting and operational services to assigned OPM organizational components.

Qualifications
For the GS-14: You must have one year of specialized experience equivalent at the GS-13 level providing expert advice, consultation and operational support regarding recruitment and placement, classification, pay administration, recruitment/retention flexibilities, hiring authorities, personnel action processing, and using automated recruitment tools in order to guide, as well as assisting other team members in solving difficult and complex HR issues.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities
- Serve as a technical expert in staffing, recruitment and placement, classification, pay setting and processing personnel actions.
- Ensure organizational goals and strategic plans, mission, vision and values are communicated to staff.
- Collaborate with supervisors, project manager, and/or peers to discuss and brainstorm best approaches and resource requirements.
- Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
- Develop and deliver briefings, project papers, project status reports, and correspondence to high level leadership and managers to provide explanation of findings and recommendations.
