Summary

As an Information Technology Specialist (Application Software) at the GS-2210-13 with a full performance level of GS-13, you will be part of CIO Federal IT Business Solutions, Office of Personnel Management. If selected, you will be responsible for providing a comprehensive range of IT services, including requirements and system analysis and design, application software development, and maintenance.

  • Test and evaluate system hardware, software, and operations to ensure compliance with Federal security requirements.
  • Collaborate with team members on software troubleshooting.
  • Analyze, test, and evaluate Information Technology (IT) software applications.
  • Provide customer support services to IT users.

Qualifications

For the GS13: You must have one year of experience that is equivalent in difficulty and complexity to the GS-12 grade level or pay band in the Federal service that demonstrates all of the following:
  • Design, analyze, integrate, develop, migrate, test, implement and maintain computer applications, including new computer applications or version upgrades to existing applications that meet business, security, accessibility, and System Development Life Cycle (SDLC) requirements.
  • Use Oracle or Microsoft SQL Server database management systems, develop stored procedures to access, manage, and house sensitive data as part of the software development.
  • Apply software design concepts and methods sufficient to provide technical guidance to a multi-functional development project using Agile methodologies or DevOps in software analysis, design, development, and implementation for a new system or major enhancement to an existing system.
  • Collaborate with project stakeholders on software development, maintenance, and troubleshoot to resolve application and system issues.
  • Provide customer support to IT systems users.

Basic Requirements: You must have Information Technology related experience that demonstrates proficiency in each of the following competencies:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Selective Placement Factor: You must have experience developing system software applications in Microsoft Visual Studio 2017 or higher using ASP.NET (VB or C#), JavaScript, or HTML/CSS.
