Summary

The incumbent is one of five division chiefs reporting directly to the Deputy Superintendent and is an integral member of the park's management team. The incumbent of this position is responsible for developing and implementing a program to ensure the maintenance, planning, and preservation of all park facilities. The incumbent provides technical advice to the management staff of the CHOH and coordinates activities with other agencies.

Responsibilities

  • Responsible and accountable for developing and implementing a program to ensure outstanding maintenance, project implementation, and preservation of Park resources.
  • Serve as technical expert to the Superintendent's office and other park staff in matters related to public health and sanitation, park facility design, construction, maintenance, rehabilitation, and operation. Project development requires the resolution of multiple concerns including environmental, political, visitor use, engineering, and maintenance. The position is responsible, either directly or through subordinate staff, for ensuring that completed projects meet NPS goals and standards for quality.
  • Review and prepare the division's input into park's management plans; prepare annual, short and long-range workplans; schedule compliance, and logistics as needed. In accordance with service-wide goals and direction, manage inspection of all facilities, utilities, and buildings to determine requirements and establish long and short-range program formulations.
  • Responsible for coordination with other agencies, including Federal Highways Administration, Environmental Protection Agency, US Army Corps of Engineers, US Public Health Service, local and state departments of health, local and state highway departments, federal, local and state officials working with environmental issues and quality, and major utility companies.
  • Serve as an expert in maintenance and must be sensitive to the protection and preservation of natural and cultural resources and recognize the interrelated needs of visitors and resource protection.
  • Responsible for identifying and establishing an effective facility management program including the development of management needs such as: planning, budgeting, inventory management, task descriptions, cyclic programs, routine programs, and special projects, rehabilitation projections of historic and non-historic resources.
  • Responsible for identifying and implementing optimum methods of maintaining, preserving, and operating facilities. Responsibilities Include: changes in the organizational structure to meet current and planned needs: allocation or reallocation of resources including funding, employee resources and equipment; determining program emphasis; delegating responsibility to individuals for completing assignments; and monitoring maintenance activities.
  • Responsible for serving as the point of contact for coordination and oversight on projects performed by subordinates who manage one or more planning/design/construction projects from inception through completion. Challenges could arise regarding several areas, such as unusual, highly sensitive natural or cultural resource planning issues; multi-year phasing (effective schedules and funding); highly visible, controversial and significant political interest and oversight; possible jurisdictional disputes; the need to apply advanced judgment to critical issues; and novel problems requiring unique approaches and solutions.
  • Responsible for keeping other Divisions; Deputy Superintendent and Superintendent advised of maintenance operations and activities, including compliance and adherence to policies. Identifies potential areas where management policies, rules, or procedures are detrimental to effective goal attainment. Seeks Input from staff and other divisions and produces high quality briefings and presentations to management; including developing good inter-divisional and interagency relations.
  • Responsible for overseeing the administration of service and maintenance contracts for the park or represents the park if contract is prepared by regional or Denver Service Center (DSC) staff; administers contracts for quality, accountability and performance; manages the work of contractors and contract employees.
  • Responsible for implementing the Facilities Management Software System (FMSS), the Project: Scoping Tool (PST); and the Project Management Information System (PMIS). Incumbent provides recommendations to the Superintendent as to how best accomplish activities to ensure the reliability of information in the systems.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

All qualifications must be met by the closing date of this announcement-09/24/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: You must possess one year of specialized experience equivalent to the GS-12 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, abilities and competencies needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to the following: prepares and manages asset condition assessments for a park, recreational area, or similar facility; utilizes a software system to record, manage and provide information including annual work planning, operations and maintenance cost data, deferred maintenance, detailed facility inventory, and condition data; monitoring a facility management program and documents asset information; assists in planning maintenance activities and preventative maintenance programs for a park, recreational area, or similar facility; conducts surveillance activities over construction and maintenance operations performed by a variety of private contractors. This experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-12 grade level in the federal service.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work involves frequent on-site inspections requiring considerable walking, bending, climbing, and moderate lifting in all types of weather. Employee must also be able to access sites to assess the impacts of storm damage, flooding and other natural catastrophes. As a result of project and daily work demands, considerable personal stress is ever-present.

Working Conditions: Work will vary from office to outdoors in severe weather. Travel is required by various modes including helicopter, boat, and various utility vehicles. Frequent travel to project sites, other agencies and other design offices is expected. Some evening work is required to attend public meetings, local citizen group meetings, etc. incumbent is required to wear the NPS uniform.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
