Summary

The Assistant Director (AD) for Vetting Risk Operations Center/Continuous Vetting (VROC/CV) is a DISES Tier 1 position located in the Defense Counterintelligence and Security Agency (DCSA)) and reports to the Deputy Director, DCSA.

This position is in the Excepted Service under 10 U.S.C. 1601, Defense Civilian Intelligence Personnel System. Selection under this appointment authority does not confer civil service competitive status.

Responsibilities

As the Assistant Director, Vetting Risk Operations Center/Continuous Vetting, you will be responsible for the following:
  • The incumbent serves as the Assistant Director, VROC/CV. The VROC/CV mission reduces risk posed by trusted insiders, promotes early detection of anomalies, and modernizes and aligns vetting programs to ensure a workforce entrusted to protect U.S. Government information and property, promoting a safe and secure work environment, sustained and propagated by a continuous risk management approach.
  • The purpose of this position is to supervise, plan, organize, direct, and provide an enterprise level capability for the CV mission and manage the program across the federal enterprise for personnel with access to federal facilities, personnel, assets, and information, with the ability to: - Assess risk - Refer recommendations for action - Synchronize responses - Oversee resolution of identified issues
  • The Assistant Director, VROC/CV is responsible for a civilian workforce of approximately 200 plus contractor support and overall management of the CV mission.
  • Overseeing establishment and execution of the Continuous Vetting Program for the Personnel Security, Suitability, and Credentialing (SSC) federal enterprise.
  • Lead the planning and development that involves the forward identification of solutions, processes, and procedures to ensure unity of effort, improvements, and consistency for delivering the Continuous Vetting capability as a Service Provider to the federal enterprise. The CV program is inclusive of the expedited screening protocol for foreign nexus affiliation, preference and allegiance.
  • The day-to-day execution of the Continuous Vetting Program and the Expedited Screening Center (ESC) ensuring coordination and the timely flow of information across all agency operational and supporting functions.
  • Overseeing an enterprise-level capability to develop options and recommendations to mitigate shortcomings, ensure necessary resourcing for the Department's Continuous Vetting and Expedited Screening Protocol missions, transform the end-to-end personnel vetting enterprise, including the integration of insider threat, automated records checks, background investigations, and other adjacent missions.
  • Overseeing the development and implementation of alternative risk-based methodologies to optimize DCSA as the predominate Continuous Vetting Service Provider.
  • Maturing the federal-wide SSC enterprise's vetting capabilities, including expanding automated records checks (ARC) to streamline the service, promote reciprocity, deliver quality and security and mission effectiveness as the operational organization assigned responsibility for implementing the end-to-end Continuous Vetting transformation of the SSC enterprise.
  • Overseeing development for a phased transformation of the personnel vetting mission to a Continuous Vetting business model that is based on risk, inclusive of state-of-the-art methodologies, and a satisfactory approach to reduce and mitigate risk in person and risk in position.
  • Ensures the development and implementation of performance metrics.
  • Representing DCSA on DoD and national level committees and in conferences and meetings
  • Maintains contacts and liaison with appropriate elements of the intelligence, law enforcement, and security communities to establish cooperative networks, share information, and remain aware of the latest operational and technological developments.
  • Providing expert, authoritative advice and consultation to all levels of management within DCSA, to users and customers, vendors, and to personnel at higher levels inside and external to DoD.
  • Managing the identification of risk-based actions to mitigate the significant costs and investigative delays; reduce the risk of insider threats; and provide an aware and informed trusted workforce.
  • Through subordinate line supervisors, the Assistant Director, VROC/CV plans, organizes, and directs the personnel and activities of the VROC and CV mission areas..
  • Directing and overseeing, in coordination with the National Security Learning Center, including the National Training Center, the development and delivery of education and training programs to enhance the SSC Continuous Vetting mission.
  • Orchestrates the development of plans, goals, objectives, funding sources, etc. for long-and short-range implementation. Projects are often complicated by conflicting or undefined requirements that are affected and influenced by OSD, the Military Departments, Defense Agencies, Federal Agencies, Congress, as well as economic, industrial, and technological factors generally outside the incumbent's control.
  • Incumbent is required to work cooperatively with many groups having mixed objectives in order to affect agency transformation and implementation planning.
  • Performs other duties as assigned.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for those who have never held a career SES level position. If you have previously held a career SES level position, or are a current career SES level employee or equivalent (permanent DISES, SIS, SNIS), you do not have to submit ECQs.

Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' Additional information on the ECQs is available at www.opm.gov/ses/recruitment/ecq.asp . Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to not to exceed a total of two pages per statement per technical qualification.

1. Demonstrated expert ability to resolve complex problems and conflicts across program, organization, and IT architecture divisions to support improved risk assessments, operational policy, industrial security and personnel security policy and operations at all levels, including top-level officials in the DoD, the ODNI, the Military Departments, Defense Agencies and/or Defense industrial organizations.

2. Expert knowledge and application of the tenets of diverse programs and policies that involve sensitive personnel-related derogatory information, counterintelligence, intelligence, law enforcement, and security operations across the federal enterprise.

3. Demonstrated success leading major business transformations associated with developing and implementing new procedures, products, techniques, and solutions for use by Agency personnel and external stakeholders for assessing risk, e.g, Continuous Evaluation (CE) to Continuous Vetting (CV), and/or the U. S Government's Trusted Workforce 2.0 initiative.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit.

Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to ?nal appointment. DCSA seniors without Joint Duty at the same er level may lateral into the position if selected without requesting a waiver.
