Responsibilities

As a BUDGET ANALYST you will be responsible for the following duties:
  • Perform or advise on work in any of the phases or systems of budget administration.
  • Perform budget formulation and cost estimates to support plans, programs and activities.
  • Present and defend budget estimates before authorities and oversight.
  • Review and evaluate budget requests.
  • Control and report obligations and expenditures.
  • Develop, determine, and interpret budgetary policies and practices.
  • Analyze and recommend costs and benefits of alternative methods of financial management of programs and administrative operations.
  • Implement legal and regulatory controls over approved budgets.
  • Provide advice on effective and efficient methods for the acquisition and use of funds to support programs and activities.
  • Provide budgetary management analysis oversight of expenditures to ensure propriety and compliance with budget, financial, fiscal, and auditing directives.
  • Develop final budget and program products for complex projects and resolve controversial issues by working in close coordination with analysts and functional area subject matter experts (SMEs).
  • Review program requirements and develop/review spend plans for accuracy and completeness.
  • Identify and convey resource trade-offs within and among competing programs, and provide senior management with resource alternatives.
  • Draft and review funding documentation for accuracy and compliance with applicable organizational policies and instructions.
  • Maintain appropriate internal controls to minimize data inaccuracy and/or unauthorized use of funding.
  • Propose resource realignments and sources at the Program and Directorate levels as required to maintain program execution, and/or to respond to unplanned circumstances.
  • Advise and assist COTRs, the Budget Director and the Program Manager on the financial aspects of programs in order to assist them in making sound budgetary decisions.
  • Serves as a liaison for financial issues and resolves program issues.

This position is a Full Performance Level DCIPS position. DCIPS Full Performance Level positions include GG-13. Federal government employees, who currently are GS/GG-13, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.
Specialized experience required for this position is
For the GG-13
  • Perform cost-estimating, budgeting, financial management, and governmental program accounting.
  • Apply financial program management to the federal budget process to formulate budget estimates, develop and consolidate, or edit budget justifications and reports for complex space systems.
  • Utilize the Internal Control Program & Budget Submissions Process (IPBS), the DoD Planning, Programming, Budgeting and Execution System (PPBES) to include the Management to Civilian Budget (MCB) Program.
  • Manage the Intelligence Contingency Fund (ICF) Program, Internal Control (IC) Program, and the Government Travel Card Program.
  • Apply OMB, DoD, and Intelligence Community (IC) established manpower and budget principles, rules and regulations, and procedures applicable to financial and manpower management.

  • This position is Defense Acquisition Workforce Improvement Act (DAWIA): Employee must meet, or be capable of meeting, the Defense Acquisition Work Improvement Act (DA WIA) requirements applicable to the position. This position requires Level III-K [Financial Management], and/or Financial Management certification. Incumbent must meet appropriate certification requirements IAW the DAWIA no later than 24 months after accepting this position.

    Financial Certification Requirements: The employee will be allotted 24 months in which to achieve the Financial Management certification requirement in accordance with DoD Directive 5118.03 and section 1599d of Title 10, USC. Once certified, the position has a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.
