Salary Information:

Aiken, SC -- EN-03: $76,721 to $122,180 EN-04: $107,807 to $172,462

Washington DC -- EN-03: $86,335 to $137,491 EN-04: $121,316 to $181,500

As a General Engineer/Physical Scientist, you will:
  • Conduct oversight of project management, contract management, engineering, procurement, construction and commissioning of major, multi-year capital asset acquisitions or improvement projects.
  • Provide overall project management and contract management by providing technical oversight, direction, and guidance to contractors to ensure that long range project plans are properly developed, including conceptual design, preliminary and final design, procurements, construction and commissioning schedules are met to support the established performance baselines.
  • Review and evaluate design, procurement, construction and commissioning progress in accordance with established costs and technical baseline requirements.
  • Direct and oversee the establishment, flow-down and configuration control of the project design requirements by the contractor for each program/mission performance approved requirement for the project and obtains necessary approvals where required.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

EN-03:

In addition to the positive education requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower GS grade level in the Federal service, i.e., NN-02 or GS-11. Specialized experience for this position is defined as experience providing assistance to Project Managers in national nuclear weapons, nonproliferation, or other projects OR experience in oversight of design and construction phases of capital asset acquisition or improvement projects.

EN-04:

In addition to the positive education requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower GS grade level in the Federal service, i.e., EN/NN-03 or GS-13. Specialized experience for this position is defined as experience providing expertise and assistance to Project Managers in advanced national nuclear weapons, nonproliferation, or other project AND experience in oversight of design and construction phases of major multi-year capital asset acquisition or improvement projects.

Education may not be substituted for specialized experience.

  • Ability to communicate orally with scientific, technical, administrative, and management personnel involved in a large scale construction project with multiple contractors and organizations.
  • Ability to communicate in writing with scientific, technical, administrative, and management personnel involved in a large scale construction project with with multiple contractors and organizations.
  • Skill in application of advance theories concepts and principles of multiple engineering disciplines; and/or of multiple physical science disciplines to manage assigned major projects.
  • Knowledge of design and construction methods and practices sufficient to ensure that facility and equipment requirements are adequately defined, understood, and implemented in design and construction phases of major projects in an efficient and cost-effective manner within applicable controls.

    0801 - General Engineer

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum.     A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
