NQ-02 Salary:

Albuquerque, NM: $50,769 to $95,710.

Washington, DC: $56,233 to $106,012.

NQ-03 Salary:

Albuquerque, NM: $87,547 to $134,491.

Washington, DC: $96,970 to $148,967.

A successful candidate in this position will serve as a Contract Specialist performing work directly related to specific contract assignments such as contract solicitation, source selection, contractor/recipient proposal evaluation and pricing, negotiation, and administration.

Responsibilities

As a Contract Specialist, you will:
  • Perform pre-award and post-award functions on a variety of acquisition projects.
  • Solicit, review, and/or administer a variety of contracts which frequently require special handling provisions or other specialized terms and conditions, including contracts which cover a period of more than one year.
  • Review acquisitions and the appropriate method of procurement.
  • Determine a variety of contractor pricing arrangements, such as Fixed-Price, Cost Reimbursement, and/or Special Purpose Contracts and Agreements.
  • Perform cost/price analysis of contractor proposals.

CONDITIONS OF EMPLOYMENT:

NQ-02: Must meet Level II FAI, DAWIA (DOD) or FAC-C (DOE/NNSA) certification OR must be at least Level I certified in contracting and be able to obtain Level II certification within 18 months of placement in the Pay Band 02.

NQ-03: Must meet Level III FAI, DAWIA (DOD) or FAC-C (DOE/NNSA) certification OR must be at least Level II certified in contracting and be able to obtain Level III certification within 18 months of placement in the Pay Band 03.

OTHER REQUIREMENTS:

You must be a U.S. citizen.

Qualifications

Qualifications:

NQ-02:

Degree: 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NQ-03:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position, AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band NQ-01/GS-7 for the NQ-02 level or NQ-02/GS-12 for the NQ-03 level.

Specialized experience for this position is defined as experience:

NQ-02: Researching and applying basic federal contracting/procurement concepts, principles, practices, laws and regulations in order to provide general advice and assistance to management in the contracting/procurement life cycle from pre-award through post-award.

NQ-03: Performing at least four of the following seven duties: acquisition planning; contract solitication, evaluation and pricing; contract negotiations; source selection; contract award; and post award contract administration.

Substitution for NQ-02: Two full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D. may be substituted for one year of specialized experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Substitution for NQ-03: Education may not be substituted for specialized experience.

NQ-02:
  • Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well defined and well precedented.
  • Knowledge of business practices and market conditions to evaluate bid responsiveness, contractor responsibility, and contractor performance when these actions are well defined and well precedented.
  • Knowledge of contract price analysis/cost accounting techniques sufficient to perform basic analyses for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable.
  • Knowledge of negotiation techniques so as to be able to negotiate contract prices and terms with contractors.
  • Ability to communicate with others.

  • NQ-03:
  • Knowledge of various types of acquisitions and the federal procurement process to independently plan, execute, and administer a broad spectrum of federal acquisition activities.
  • Knowledge of federal laws and regulations relating to procurement to ensure competence in interpretation and application of all pertinent laws and regulations to assigned procurement actions.
  • Skill in interpreting legislative, regulatory and policy guidance to determine the effect on procurement/contract activities, and to recommend strategies and plans for application that are in compliance with directives and support achievement of mission and functional goals.
  • Skill in communications to prepare and present information concerning procurement, status briefings and recommendations; to prepare complex contract specifications and justifications; to develop technical reports; and to articulate positions in a persuasive manner with high level agency officials and industry representatives.

  • "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: For the NQ-02 level, current Federal employees must have completed 52 weeks in a position equivalent to the next lower grade/band, i.e., GS-7 or NQ-01, within 30 days of the closing date of this announcement to receive consideration. For the NQ-03 level, current Federal employees must have completed 52 weeks in a position equivalent to the next lower grade/band, i.e., GS-12 or NQ-02, within 30 days of the closing date of this announcement to receive consideration.
