Summary

This position is located within the Office of Science and Technology (OST) in Washington, DC, and serves as the Deputy Division Chief for Information Technology Services Management Division (ITSMD). The incumbent assists in overseeing the operations and maintenance of ATF's cloud presence and network and voice for law enforcement agents in 250 field offices and 25 field divisions across the United States.

Responsibilities

As a Supervisory Information Technology Specialist (Systems Management Division), you will be responsible for:
  • Develops justification and utilization schedule for resources with frequent feedback on execution rates and ensures that internal controls are in place and reviewed on a regularly scheduled basis.
  • Ensures that all contract management, for either products or personnel, is performed in compliance with the Federal Acquisition Regulations and ATF policies, and manages contracts and leases verifying quality and completion.
  • Keeps abreast of newly proposed or enacted legislation impacting technology programs at the Federal, state and local levels and in the private sector
  • Provides authoritative interpretations, instructions and guidance relative to all phases of information systems, telecommunications systems, systems security programs and visual information production.
  • Develops and revises information services policies, procedures, guidelines and work methods in order to promote efficient and effective mission accomplishments.
  • Coordinates, conducts and reviews difficult and complex projects or studies which involve the development and implementation of new information systems programs, policies or initiatives or involve substantial segments of major legislation impacting one or more subject areas of information systems management.

Qualifications

To qualify for the GS-15 level, you must have IT related experience demonstrating each of the four competencies listed below. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for 15 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:


Experience in supervision and leadership in order to effectively plan, develop and evaluate programs and personnel based on organizational goals, budget considerations/constraints and staffing needs.

Experience in evaluating IT programs to identify actions for improvement

Experience in applying IT concepts, methods, standards and practices to accomplish goals

Experience working with the federal computer system procurement process; and experience working with vendors.

The GS-15 salary range starts at $142,701. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
