The primary purpose of this position is to serve as the strategic ACC executive expert and authority on Airman, Family and Community Readiness and resiliency issues with responsibility for providing command policy expertise, guidance and advice and consultation to the highest Air Force and government officials. Responsibilities

  • Plans, organizes, and directs the activities of the HQ ACC and all ACC installation Community Action Information Boards (CAIB), ensuring legal and regulatory requirements as well as the needs of ACC Airmen, families and communities are met.
  • Directs activities of command Community Support Coordinators; oversees and guides Comprehensive Airman Fitness initiative and Caring for People activities; exercises oversight and (con't)
  • management of employees responsible for the Interpersonal and Self-Directed Violence Prevention program. Oversees Combatting Trafficking in Persons (CTIP) program.
  • Command Strategic Advisor on Airman and Family Personal Readiness matters.
  • Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.
  • Exercises the full range of supervisory personnel management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS-0101 Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts.

OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.

OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices carried out at the installation level and in local communities. Extensive knowledge of behavior, social, and economic factors affecting the military members as well as the civilian workforce and their families.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Professional knowledge of social science principles, concepts and techniques used to evaluate and determine the requirements for community, families and Airmen support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions.
  • Expert knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve Accessibility, responsiveness and relevance to the command mission and the needs of its members.
  • Extensive knowledge of the budget and cost analysis process. Knowledge of program planning and budgeting cycles.
  • Ability to communicate effectively, both orally and in writing, with wide range of high ranking military and civilian personnel, to include developing and making presentations at levels to include Under Secretary of Defense; four star general officers forums, wing commanders and intervening levels.
  • Ability to recognize and analyze problems, conduct research, summarize results, problem solve, apply rules, regulations and procedures, and make appropriate recommendations and implement solution.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
