Summary

The Counterterrorism Section seeks to disrupt and prevent acts of terrorism in the United States and around the world that impact U.S. citizens and/or significant U.S. interests through investigation and, where appropriate, prosecution. The incumbent of this position serves as the Section Chief for the Counterterrorism Section (CTS) of the National Security Division (NSD).

Responsibilities

As Chief, Counterterrorism, The incumbent directs and supervises the attorneys' review of evidence pertaining to the violation of statutes within the jurisdiction of the Section, preparation of indictments, complaints, motions, briefs, memoranda of law and opinions, and study of cases and investigative reports to determine whether prosecution is warranted, and legal research in connection with the trial of cases, motions, and other legal proceedings.

-Ensures that federal prosecutors assigned criminal cases that have national security issues are aware of and comply with Department policies related to national security prosecutions, including proper adherence to CIPA procedures during all phases of litigation.

-Assists with responses to inquiries from Congress and other agencies on national security matters within the Section's purview.

-Consults with and advises the AG, DAG, AAG, the NSD DAAG, and other government officials and departments on questions of law and policy relating to national security issues within the Section's purview.

-Ensures that resource enhancements necessary for proposed priorities are identified and justified. The incumbent uses efficient and cost-effective approaches to integrate technology into the workplace for improved program effectiveness.

-Works under the supervision and direction of a DAAG and the AAG for National Security. As a senior executive, the incumbent exercises considerable discretion and independent judgment in determining how work will be accomplished within the broad framework of the goals, objectives, and strategic vision of the Section and the NSD.

This position requires strong supervisory and leadership skills as well as experience in all levels of investigative, prosecution, and appellate legal work. The incumbent is an expert in counterterrorism and national security generally, and is provided flexibility in adapting processes and realigning resources to achieve program and Departmental goals. The incumbent is in frequent contact with the DAAG and, when necessary, the AAG and senior officials in the investigative agencies in developing overall theories and policies in the prosecution of cases. The incumbent deals with some of the most sensitive and critical legal, policy, and management matters within NSD.

Qualifications

The application process used to recruit for this position is RESUME-ONLY. Applicants must address the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs) within their resume. Applicant must address ECQs and MTQs within his/her resume, not exceed seven (7) pages.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be embedded/addressed within your resume not to exceed seven pages.

MTQ 1. Extensive knowledge and demonstrated experience with federal criminal practice, including experience in investigating and prosecuting complex federal cases, including terrorism cases and/or other national security-related cases.

MTQ 2. Demonstrated experience advising and assisting high-level officials on complex legal matters and counterterrorism policies.

MTQ 3. Demonstrated knowledge and experience working with federal investigative agencies, ongoing programs, and key national goals and priorities relating to counterterrorism and national security.

IN ADDITION, YOUR RESUME MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCE WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES. PAGES EXCEEDING SEVEN (7) PAGES WILL NOT BE CONSIDERED:Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.

THE EXECUTIVE CORE QUALIFICATIONS (ECQs): OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointment if the selectee is not a current or former career Senior Executive employee (Title V). These candidates must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed above for approval by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period. Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
