Summary

This position is located at the ARS Northeast Area Director's Office in Beltsville, MD. This position supports the Office of Technology Transfer Coordinator by performing a full range of business, technical, and management support functions.

Responsibilities

  • Develops, provides, and modifies a variety of computer generated reports on technology transfer agreement metrics.
  • Maintains quality assurance inspection of physical agreements and verifies computer data to data in the physical record for accuracy.
  • Prepares, modifies, re-drafts, and produces a final product for all documents and correspondence related to the technology transfer agreement negotiation process.
  • Maintains technology transfer agreement files to assure all pertinent documentation is contained within the file.
  • Makes travel arrangements for employees, including flight schedules and room reservations.
  • Organizes and participates in meetings related to Cooperative Research and Development Agreements (CRADA) and miscellaneous meetings pertaining to the specific technologies identified in the Agreements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-08 grade level).
Time-in-grade restrictions apply for all candidates considered under merit promotion procedures and must be met by 11:59 pm Eastern Time on the closing date of this vacancy announcement.

At the GS-07 level:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing correspondence for spelling and grammatical accuracy; experience maintaining an electronic filing system or database; and experience using Agricultural Research Information System (ARIS) computer software.

At the GS-08 level:
Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing correspondence for spelling and grammatical accuracy; experience maintaining an electronic filing system or database; experience using Agricultural Research Information System (ARIS) computer software; and experience coordinating travel for staff members.

At the GS-09 level:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-08 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing legal agreement packages for accuracy; experience maintaining an electronic filing system or database; Agricultural Research Information System (ARIS) computer software; experience coordinating travel for staff members; and experience using Excel, PowerPoint, or Access

Physical Demands: The work is primarily sedentary but does require some walking, standing, bending and carrying items such as papers, books, and technology transfer files. No special physical demands are required to perform the work.

Work Environment: The work involves every day risks or discomforts that require normal safety precautions typical of offices and meeting room environments. The work area is adequately lighted, heated or cooled, and ventilated.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
