Summary

The incumbent is a member of the Director's senior staff and serves as the Chief Human Capital Officer (CHCO). The position reports to the Agency's Chief of Staff and provides insightful leadership to plan and implement human resources systems and programs in support of the Agency's human capital needs. Peace Corps is an excepted service Agency and the incumbent will be responsible for managing HR systems and programs while ensuring the development and the implementation of best HR practices.

Responsibilities

The Associate Director (Chief Human Capital Officer) performs the following major duties:
  • Provides expert executive level advice, guidance, and support to the Chief of Staff and Agency's Director on key mission-critical human capital issues, initiatives, and success of the Human Resources program.
  • Partners with the agency's senior leadership and the strategy champions to define and execute a robust human capital management strategy.
  • Serves as the principal advisor to the Agency senior leadership on matters relating to federal laws of major significance, which substantially impact the personnel administration and human capital activities of the Agency.
  • Provides advisory services to Agency's senior leadership and officers regarding presidential management initiatives, restructuring, or streamlining changes, and advises and negotiates with Agency officials on modifications to the existing organizational structure, including risk analysis and implications of associated changes.
  • Ensures the organization's human capital strategy is aligned with current and future mission, goals, and objectives of the Agency and the workforce plans and programs meet the challenges of the evolving human capital demands.
  • Responsible for managing and supporting the assessment of organizational needs; and the design, implementation and evaluation of Agency's human resources programs.
  • Establishes policies, strategies and procedures which ensure that the Agency's human capital resources are appropriately integrated and managed effectively.
  • Provides leadership and strategic direction, policy guidance and oversight to the Agency's Office of Human Resources Management (HRM) personnel, activities, and operations.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form , or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Qualifications

Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

To meet the minimum qualifications requirements for this position, you must show in your resume that you possess the Technical Qualification and the five Executive Core Qualifications (ECQs) identified by the Office of Personnel Management (OPM). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. Also indicate if you meet the Desirable Qualifications. Your resume must clearly show leadership experiences that demonstrate executive level managerial capability. Typically, you should have a broad range of knowledge relating to administrative, business and financial management.

Specialized experience includes: Experience serving as the principal advisor to an agency's senior leadership and providing advice and guidance on all aspects of human resources management; Experience providing vision and leadership in developing an agency's human capital strategic plan, goals and objectives to accomplish the agency's mission and bridge the gap between the present and future organizational requirements; Experience leading the development and implementation of the agency's corporate strategy with regard to human capital management while providing executive leadership for policy, legislation, and program development for the program; Experience analyzing both policy and program matters to make executive decisions in order to advise the Chief of Staff, the agency Director, and other high-level officials within and outside the agency, on agency policies and legislation related to the human capital program.

In addition to specialized experience, applicants must have one (1) year of specialized experience that is directly related to the duties described and that have equipped the candidate with the scope and level of knowledge, skills and abilities identified in the "Qualifications" sections. This experience should have been gained at or above the GS-15 grade level in the Federal service.

Desired Qualifications:
  • Experience managing within an Excepted Service agency
  • A minimum of 15 years in federal Human Resources
  • Five to seven years leading federal Human Resources teams
  • Knowledge of the Foreign Service Act
  • Five or more years managing multiple cross-functional Human Resources teams or projects, and influencing senior-level management and key stakeholders

Technical Qualifications:
  • Directs and manages a government Human Resources system, including programs and functions of position management and classification, recruitment, pay administration, incentive compensation and rewards programs, performance management and employee benefits programs.
  • Provides leadership and oversight to three or more components of Agency's HRM program, monitors program progress towards organizational goals with evaluation and necessary adjustments towards accomplishment of its targeted efforts.
  • Serves as the principal advisor to Agency leadership, provides authoritative interpretations of new or modified legislation or guidance material, such as U.S. Code; Congressional intent; judicial decisions, rulings, and decrees; OPM, Department of State, and Agency directives; Executive Orders; and decisions and rulings from GAO, CBO, and Comptroller General. Collaborates with Agency strategic advisors to translate new legislation into program goals, actions, and services and drafts special materials for the Agency's use during Congressional briefings, special and sensitive projects, and agency litigation.
  • Identifies, tracks, and measures trends to determine overall effectiveness of management initiatives to support Agency's human capital needs.
  • Provides leadership to design, develop and implement activities to support talent identification, assessment, and engagement.
  • Represents the agency on inter-agency councils and government-industry teams.
  • Scans internal, external, national, and international trends, legislation and policies to assess their impact on Agency's human capital program and operations and formulates agency objectives, priorities and strategies to enhance the program results and protect its long term interests.
