Responsibilities

As a Management and Program Analyst (Senior Operations Analyst) , you will:

  • Serve as the technical expert and focal point on the development and organization of databases, assessment and implementation of new technologies and advises on the long-term perspective of the relationship of technology to business opportunities in the RMO. Leverage databases and other data sources to collect and analyze qualitative and quantitative data to produce reports on administrative operations.
  • Develop and manage communication activities for the RMO. Apply appropriate communication theories and models in the development of messaging and selection of communication channels. Generate and distribute RMO communications to include: newsletters, staff bulletins, presentations, etc.
  • Support the RMO with ongoing performance measurement and assessment of the section's processes; and provide expert advice to define, implement and monitor critical measures of program performance and effectiveness, with respect to mission achievement, growth and innovation, organizational alignment, workforce competency and engagement, and operational efficiency as necessary to report to respective functional and/or process owners. Collaborate with operational and technical personnel to develop and refine performance reports that provide appropriate insight into current performance levels and drivers of performance variation. Collaborate with respective team managers and team leads to communicate performance trends.
  • Participate in the development of strategic and operational planning under the sponsorship of the Section Chief. Provide the Section Chief with advice and support to help formulate and refine plans that address gaps between expected and actual performance and to anticipate and respond to environmental, legislative, operational volume, and workforce trends with the potential to impact future performance. Advise the Section Chief on strategic programs and initiatives capable of supporting defined goals.
  • Lead the management of handling reporting requests for the office and serves as the primary liaison with related organizations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: To qualify at the CN-53 level, you must have one year of specialized experience at or equivalent to the CN-52 level in the Federal service (the CN-52 level is equivalent to the GS-12 level). For this position, specialized experience is:
• Serving as the technical expert and focal point on the organization of data, assessing and implementing new technologies and advising on the long-term perspective of the relationship of technology to business opportunities; AND
• Developing and recommending strategies for improving program effectiveness and efficiency; AND
• Experience conducting analyses with policy and operational impact and presenting comprehensive recommendations in at least two of the following program support areas (human resources, training, travel, budget, or procurement); AND
• Experience with the effective application of interpersonal skills in oral and written forms.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
