Job Description Description: ASEC is currently looking for a Test Resource Manager (TRM) to apply engineering principles to investigate, analyze, plan, design, develop, implement, test and/or evaluate aircraft and aircraft related equipment. Assists the APMT&E and LTE with development and refinement of technical baselines, Program Office cost estimates for T&E, and program test project funding requirements. Ensures program budget is planned and executed for test assets, range usage, and facilities to efficiently & effectively conduct test programs. Ensures test resources are managed in synergistic, results oriented, customer focused environment in support of Program goals. Performs T&E cost analysis to support acquisition strategy or new/modified aircraft, weapons, or support systems. Ready for assignment to any program office development effort, including those involving complex T&E of hardware and/or software related to engineering or functional requirements of military weapon systems, associated support systems, or management information systems. .Requirements: Skills: * Maintains and manages Program Office Rainbow Charts in support of the APMT&E. * Tracks requirements and metrics and manages the Test Requirements Definition, and Concurrence (TRDC) process. * Provides status reports and responds to data calls as required by the APMT&E. * Coordinates all test assets in support of the T&E program. * Leads or actively participate in initiatives to trim program or acquisition costs, improve T&E processes, and save NAVAIR business costs. * Ensures test resources are managed in support of program goals and coordinates to ensure proper resources are available to execute the test program. * Schedules and resources test events to meet emerging and time sensitive operational requirements. * Conducts analytical work to improve efficiency and productivity. * Engages with T&E personnel and logistics resources to minimize potential impacts to T&E schedule. * Manages government Furnished Property (GFP) in support of T&E. * Maintains proficiency in defense acquisition and AIR-5.1 resources and processes, including changing trends in acquisition and test and evaluation philosophies and policies. * Engages in problem situations with coordination of T&E personnel and logistics resources to mitigate or minimize impact to T&E schedule. * Provides input to program acquisition documentation such as TES and TEMP. * Provides Program Initiation Documents (PID). * Generates detailed responses to T&E related requests for information. Education: A Bachelor's degree in a Business, Management, or "Relevant Technical Discipline" OR six (6) years of experience may be substituted for a BS or BA degree. Experience: In addition to the education requirements, the following specific experience is desired but not required; at least 4 years' experience in the area of test and evaluation of aircraft systems.
