The duty location for this position is Rockville, MD. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.**ResponsibilitiesThis position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. Major Duties: As the Director for the Division of Global Programs, you will be sharing and participating fully with the Office Director in planning, managing, directing and coordinating the functions of the Office and Division. Your major duties and responsibilities include: Serving as a principal advisor providing oversight to subordinate staff, to include regional staff residing outside of the US, working with implementing partners in multiple countries to develop and formulate short and long range goals, objectives and policies. Directing and coordinating day-to-day operational and administrative activities within the Division of Global Programs and assists in setting long-range work plans. Determining policy, prepares implementation and technical assistance plans, monitors and evaluates programs developed with resources funded by PEPFAR and/or other mechanisms, which support global health. Overseeing the implementation and evaluation of grants and cooperative agreements to ensure acceptable progress and compliance with requirements. Developing and coordinating new international initiatives, special activities, and programs that have far-reaching national and international impact. QUALIFICATIONS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.3. Knowledge of a specialized public health program.4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In order to qualify for this GS-15 your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying specialized experience at the GS-14 level include performing the following types of tasks on a regular and recurring basis: supervising and managing administrative, technical, and operational functions, processes, and procedures for international/global health that includes HIV/AIDS focused public health programs; establishing short and long term goals, operational plans and programs for international/global health that includes HIV/AIDS Programs such as PEPFAR, for a public health organization; and, establishing program standards, policies, strategies, goals, and evaluation plans includes HIV/AIDS work performed on an international/global health level. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (eg Ryan White, PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states, and local community-based organizations. ADMINISTRATION OF GRANTS, CONTRACTS, AND COOPERATIVE AGREEMENTS - Administers grants, contracts and cooperative agreements, including applying knowledge of organizational needs and deadlines. INTERNATIONAL PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of international public health programs and organizations and the policies that impact those health programs and the reimbursement of health services. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
