The Universities Space Research Association's mission and purpose is engaging with the university scientific research community to cultivate relationships with academia to collaboratively work on scientific research and the advancement of innovative technologies to meet the mission needs and goals of our customers. USRA plays an important role in connecting university research faculty and students with commercial industry and federal technology transition partners supporting the Federal Government. To remain at the forefront of science and technology research, an important part of this is maintaining a mix of extramural cooperative agreements and research contracts with a variety of government sponsors to maintain our ability to perform transformational scientific research as a non-profit 501(c)(3) and government contractor, as well as intramural opportunities for IR&D, B&P, etc. The incumbent for this position is responsible for business development, capture management, building customer relationships and developing and maintaining a three year rolling wave pipeline of new contract opportunities, leading to award of new projects and programs for USRA. The Program Development (PD) director will conduct Business Development (BD) and Capture Management (CM) for USRA's largest pursuits. The PD director will have direct responsibility and accountability for significantly contributing to growing revenue within the USRA Technology Research & Development (R&D) organization. The PD director duties are grounded in widely recognized and accepted industry practices for phases within the new business development life cycle. This position reports to USRA's Vice President, Strategy and Program Development. Position Roles and Responsibilities: The PD director gathers market intelligence to enable their contributions to development of the Corporate Strategic Plan, and the strategy for the Technology R&D organization; identifying new business opportunities within applicable market segments, and strategic customers, and prospects. Critical to this position, is the ability to shape government acquisition strategies for targeted opportunities, in consideration of customer needs, and USRA core competencies and bid criteria. This position works in collaboration with the Senior VP, Technology R&D Senior VP Sciences; and the Vice President, Strategy and Program Development. The PD director assesses, establishes and strengthens relationships between USRA and targeted government sponsors and designs approaches to meeting USRA's target prospects' and customers' goals, missions, and objectives. S/he will execute actionable steps and call plans to position USRA with customer stakeholders, and coordinate and attend customer meetings, industry events, conferences, and symposiums. Identifies, selects, and initiates relationships with potential teaming partners leading to mutually beneficial teaming agreements that provide exceptional value to meeting customers' needs. Coordinates with the Senior VP, Technology R&D Senior VP Sciences; VP, Strategy and Program Development; and relevant USRA Functional Directors to secure SME resources from Contracts, Finance, HR, and IT departments to form the Integrated Program Team (IPT) to develop discriminating win themes and proposal strategies for winning technical and management proposal offerings. S/he develops and documents the Capture/Win Plan and briefs the USRA Executive Team on the proposal's status, and creates and leads Gate Review presentations to internal stakeholders, to arrive at Bid/No Bid decisions. S/he would manage the Bid and Proposal (B&P) budget for assigned opportunities. The PD director works with senior management and the proposal manager to ensure proper resources are allocated for the proposal and delivery effort. They are responsible for a seamless transition from capture to proposal development phase. As required by customer RFP instructions, contributes to the development and rehearsal of the oral presentation. S/he oversees post-proposal activities, including working closely with the Program and Transition Manager to phase-in the new contract, and provides written and oral reports to senior management on capture status, identifying improvements in the capture process, and lessons learned. Desired Qualifications: Education: Bachelor's degree in a relevant scientific or engineering discipline. Master's degree preferred. MBA would be considered an added plus. Experience: 15 years related work experience, serving in business development/capture management or technical program management role within the federal government contracting arena. Capture Management experience leading cross functional distributed teams winning $100M federal contracts. Active DoD security clearance desired. DoE Q Clearance a plus. Knowledge, Skills & Abilities: Self-starter, with knowledge of two or more of the following government agencies: NASA, AFRL, NSF, DoE, DARPA and other related DoD. Ability to use cross-organizational knowledge and network to develop new opportunities. Excellent team-building and networking skills, with proven ability to manage high-performing professionals. Ability to multi-task and manage multiple efforts simultaneously. Familiarity with DoD 5000 or NASA 7120.5 Program and Project Management guides desirable Strong interpersonal skills and the ability to interact effectively with others. Excellent written and oral communication skills, including the ability to speak in public forums. Excellent organizational skills, meticulous, and proven ability to work independently and as part of a team. Knowledge of business development/capture management processes, and technology that supports innovative technical solutions for identifying and responding to written formal procurement opportunities. Ability to develop opportunity pursuit strategies, win themes, technical discriminators and ability to communicate effectively with technical leaders, procurement/legal principals, architects and business leaders. Technology: Proficiency in Microsoft Office and its applications. Experience working with Proposal Management Systems; eg Microsoft SharePoint Strong technical acumen. Working Conditions: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, etc. Extensive online usage.
