Overview Open & closing dates Opening and closing dates09/11/2020 to 09/24/2020 Service Competitive Pay scale & grade GS 14 Salary $121,316 to $157,709 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThis position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstration Group (SDG).As a Health Insurance Specialist (Technical Director), GS-0107-14, you will provide complex technical and analytic capabilities and support on the development of Medicaid section 1115 demonstrations concerning innovation in eligibility and coverage, and in delivery system and payment reform.ResponsibilitiesServe as a technical authority and provide direction and leadership to a highly technical staff engaged in the development, approval and oversight of the implementation of Medicaid and CHIP 1115 demonstrations.Provide direct project management support and serve as a CMS Medicaid team leader in reviewing and analyzing state Medicaid section 1115 requests.Assess, analyze, and define trends in emerging and/or existing policies/operations to determine their impact on budget neutrality in the Medicaid program.Prepare a variety of written products, including policy and operational options, briefing documents, talking points and issue decision papers to address technical matters.Travel RequiredNot required Supervisory status No Promotion Potential 15 Requirements Conditions of EmploymentYou must be a US Citizen or National to apply for this position.You will be subject to a background and suitability investigation.Time-in-Grade restrictions apply. QualificationsALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical guidance on policies or initiatives pertaining to Medicaid Section 1115 demonstrations on eligibility and coverage or service delivery and payment reform methodologies; and (2) Analyzing state Medicaid section 1115 requests.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
