Job Title: Project Manager SME - Business AnalystJob Location: Springfield, VASecurity Clearance:CBP SuitabilityBusiness Analyst shall support federal clients in the areas of financial management, capital planning, project management and business support services. Duties include but may not necessarily be limited to high-level analysis and support related to statutory requirements and compliance, business process re- engineering, IT portfolio reviews, and/or integration of IT investment processes to other procedures and disciplines.Engages senior leadership, business partners and program/project managers to define the PMO policy framework, including but not limited to the charter, policies, processes, and Leads the identification and development of PMO roles and team configuration to deliver the agreed-upon PMO mission Leads the identification and implementation of project management methods, reporting, tools, templates, guidelines, and standards in order to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project Develop Program Metrics, Functional/Technical requirements, and ReportingDesigns, develops, and implements a portfolio/program/project management reporting strategies to provide current, accurate, and useful information to program and project Partners closely with Enterprise Architecture and Business Relationship Management to ensure strategic alignment between project scope, architectural guidelines, business needs and program budgetingProvides ongoing coaching, mentoring, and performance measurement assessment for the PMO team and project/project managers.Perform other duties as required10+ yearsUS CitizenExpertise in Microsoft Office tools (Word, Excel, PowerPoint, and MS Project)Experience providing internal/external consulting services to management and technical staff in managing IT investments and solving complex IT project management issues in accordance with federal laws, regulations and procedures.Practical knowledge of and experience with supporting project management office operations regarding the management, planning, implementation, and all phases of the capital planning process.Knowledge of process improvement and re-engineering methodologies and principles as applied to process modernization projects.Proven experience in activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements.Knowledge of SDLC, Capital Planning (CPIC), Earned Value Management (EVM), JIRA and the federal IT budget process.Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.DHS CBP ExperienceACT I delivers mission-critical Total Acquisition Management solutions to customers across the globe.
