Summary

This position is located within the Selection, Eligibility and Policy Performance division of the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Responsibilities

You will support the Managing Director in implementing the annual process through which MCC's Board of Directors determines which countries will be eligible for Compact and/or Threshold programs, based on MCC's unique criteria focused on assessing governance and public policy in candidate countries. In addition, you will be responsible for:
  • Ensuring all elements of MCC's highly transparent country partner selection process are analytically rigorous based on subject matter expertise in democracy, governance, human rights, elections, and anti-corruption.
  • Overseeing analysis and production of materials for MCC's executive management and Board of Directors (including Secretaries of State and Treasury, USAID Administrator, and U.S. Trade Representative); assisting in coordinating inter- and intra-agency consultation and negotiations; and facilitating MCC's own decision-making process.
  • Assisting in operationalizing MCC's country suspension or termination policy. This includes overseeing or conducing the research and analysis of governance and public sector performance in MCC partner countries, briefing these findings to MCC senior staff verbally or in writing, and providing supporting communication materials.
  • Providing advice and counsel to staff on job assignments and administrative matters.
  • Representing MCC at relevant interagency and external meetings, reports on developments to senior corporation management and staff, coordinates staff input, and prepares recommendations for MCC activities and policies to advance U.S. government and MCC interests.
  • Contributing to agency efforts to refine its model and approach, including regular collaboration with colleagues in other MCC departments and coordination of work teams as necessary.

Qualifications

To qualify for pay band 3b you must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, examples of this experience are defined as: experience conducting research and analysis and advising on agency policy regarding democracy, governance, human rights, elections, and anti-corruption issues and topics in a developing country context; experience developing a research methodology, identifying quality indicators of governance, and conducting analyses; and experience preparing comprehensive reviews, briefings, policy studies, and special reports. Note: This experience MUST be well documented within your resume or application.

To qualify for pay band 3a you must meet the following:

Highly Desirable: Ability to communicate in French. Please include level of proficiency in your resume.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 13 to be eligible for pay band MC- 3b. You must have one year of Federal service equivalent to or GS- 14 to be eligible for pay band MC- 3a.
