Summary

This position is located in the Audit Division. The Audit Division is charged with three primary tasks; 1) the mandatory audit of all publicly financed presidential campaigns; 2) the certification for payment by the Treasury of funds to eligible presidential campaigns; and 3) the audit of other political organizations that fail to meet the Commission's standards for compliance with campaign laws.

This is a bargaining unit position.

Responsibilities

As an Auditor, in this position, you will assist in the audits and financial analyses of campaigns and political organizations. Specifically, you will:
  • Assist in auditing the committees of persons seeking election to the office of the President, the House of Representatives, the Senate, as well as political party organizations and political action committees that fail to meet the Commission's standards for compliance with federal campaign finance laws.
  • Perform analysis of data from multi-use accounting systems, such as those used by political party organizations and the political action arms of labor unions and major corporations.
  • Conduct compliance reviews and special projects, with guidance and supervision by higher graded auditors and Audit Division managers.
  • Assist in preparing draft reports that incorporate audit findings and recommendations, comments made by the auditee, and responses to those comments, ensuring adequacy, technical sufficiency and adherence to the audit program and division quality standards.
  • Perform bank reconciliations, database reconciliations, dollar unit sampling (DUS) and other audit procedures necessary to complete an audit with guidance from higher graded auditors and Audit Division management.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Basic Education Requirement:
  • Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Minimum Qualifications for the GS-0511-09:

    Have at least one full year of specialized experience at the GS-7 level applying basic analysis. This must include activities such as: (1) applying analysis research and evaluation techniques; (2) using databases and spreadsheets (e.g., Access, Excel, etc.); (3) conducting audit assignments requiring an integrated analysis of a number different operational regulations; (4) writing and reviewing segments of audit reports and memoranda to ensure adequacy, technical sufficiency, and adherence to the audit program; This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors).

    Have a master's degree, an equivalent graduate degree, or have successfully completed 2 full years (36 semester hours) of progressively higher-level graduate education leading to a master's degree that provided the knowledge, skills and abilities to perform the duties of this position.

    OR

    Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.)

    Auditing - Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits.

    Audit Reporting - Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation).

    Analysis - Knowledge of the principles and methods to identify, analyze, evaluate and specify the requirements; to include conducting qualitative and quantitative analysis.

    Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

    Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

    Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
