Responsibilities

The incumbent serves as the principal advisor to the Division of Budget and Finance on all accounting and fiscal issues. Advises and assists program management officials on all accounting/fiscal issues relevant to their organizational needs and program objectives, including compliance and enforcement advice and program management decisions. Responsible for the accuracy and integrity of the accounting and financial programs and policies for MSHA. Formulates, recommends, and implements plans, policies, and programs for financial management of functions, including financial program analysis and fiscal operation and preparation. Manages the ongoing financial services for MSHA's total workforce, including voucher payments, fund receipt and deposits, debt collection, and reporting and other fiscal activities. Develops, tests, implements and maintaining an internal financial control system that safeguards unauthorized use or disposal, ensures transactions, and is executed in accordance with authorizations, applicable laws, regulations, and policies, and ensures reliable financial and statistical reports. Reviews the accounting, budgeting and financial management issues and resolving critical problems with MSHA-wide impact. Responsible for the accountability of all of MSHA's funds and other financial assets, including compliance with the accounting and reporting requirements of the DOL, OMB, GAO, Treasury and other central control agencies. Administers and manages audit follow-up and resolution relative to accounting issues involving complex financial statements or other fiscal and/or reporting matters, involving the OFCO as required. Organizes and assigns work and makes changes or adjustments in internal functions to better accomplish mission objectives; evaluates work performance of subordinate supervisors; developing performance standards; giving advice, counsel, or instruction to employees on both work and administrative matters; making decisions on work problems presented by subordinate supervisors; making or approving selections for subordinate non-supervisory positions; hearing and resolving group grievances or serious employee complaints; reviewing and approving serious disciplinary actions (e.g., suspensions) involving non-supervisory subordinates; approving expenses comparable to within-grade increases, extensive overtime, and employee travel; making decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Individual Occupational Requirements Basic Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or ")

or

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • Qualifying specialized experience includes:
    • Knowledge of accounting principles, auditing standards and procedures, as well as, statutes, policies and precedents.
    • Demonstrated experience in planning, directing, and coordinating significant auditing activities to examine compliance and develop corrective measures for noncompliance.
    • Demonstrated experience planning, directing, and coordinating financial accounting programs.
    • Demonstrated ability to effectively supervise and manage professionals in a variety of disciplines.
    • Demonstrated ability to work effectively with all levels of staff and to provide advice to high-level officials on auditing, accounting, and regulatory reporting matters.


    Education

    There is no substitution of education for specialized experience at the GS-15 grade level.
