Summary
As a Budget Analyst, you will provide a variety of financial management services in response to the needs of the program offices.
Location of position: Office of the Chief Financial Office (OCFO), Office of Budget (BB)
OCFO's Office of Budget (BB) is a strategic partner to GSA's Service and Staff Offices, helping them fund priorities and manage resources throughout the year.
We are currently filling one vacancy, but additional vacancies may be filled as needed.

The GS -13 salary range starts at $102,663.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience for this position includes experience in budget formulation, presentation, and execution; and utilizing knowledge and skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting.

You will be evaluated for this job based on how well you meet the qualifications above.
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
Knowledge of the Federal Budget process, including knowledge of budget formulation and execution processes. Knowledge of program mission and requirements of program offices to review, edit and approve budget requests. Skill in applying technical knowledge of quantitative and other analytical techniques to assess programs' financial objectives and accomplishments. Knowledge of policies, procedures and directives of the Federal budget process to develop budgetary policies to implement program goals nationwide. Skill in communicating orally to provide advice relating to budgetary and financial management policies, practices and procedures. Skill in written communication to prepare reports, briefings, presentations and issue papers on the evaluation of financial performance.

Responsibilities
- Provides a variety of financial management services in response to the needs of respective program offices.
- Performs various functions that include reviewing and recommending action on proposed obligations, compiling and analyzing financial data.
- Formulates and reviews budget estimates, financial plans and justifications and makes recommendation concerning the financial requirements.
- Produces periodic and recurring reports and analysis.
- Uses quantitative methods such as trend analysis, cost benefit analysis, and return on investment analysis to analyze financial data.
- Provides interpretations of public laws, executive orders, OMB circulars and bulletins, and agency and Office of the Chief Financial Officer (OCFO) directives and guidance.
- Makes recommendations on policies and procedures for the purpose of ensuring effective funds and accountability for the use of funds.
- Provides advice to program offices' liaisons on various aspects of assigned budget activities and assists program offices with budget preparation and justification materials.

- US Citizenship or National (Residents of American Samoa and Swains Island)
- Meet all eligibility criteria within 30 days of the closing date
- Meet time-in-grade within 30 days of the closing date, if applicable
