Summary

As a Supervisory Project Manager, you will be responsible for overall project management for major capital development initiatives in the GSA National Capital Region's largest, most complex and politically sensitive projects.

Location of position: This position is located in the National Capital Region, Public Buildings Service, Office of Design and Construction, Washington, DC.

Responsibilities

  • Serve as a regional expert in the areas of his/her program management responsibility. Responsible for directing, managing and coordinating projects relating to the property management, realty services, design and construction, and physical security activities and needs of designated customer Federal agencies.
  • Responsible for the staff supervision, management, direction, business management, and control of construction projects ranging from small size projects involving expenditure of hundreds of thousands of dollars to larger projects involving expenditures of millions of dollars.
  • Direct, manage, oversee, and control several types of projects that include multi-million dollar size projects for new construction and major modernization of existing building, repair and alterations of buildings and small projects done in Government buildings.
  • Direct the procurement and management of assigned major construction projects; determines priorities, establishes required schedules, and decides on methods and types of contracts necessary to meet project or task order needs; resolves disputes that arise; and develops and executes procedures to improve program execution, organization of project teams, and coordination/integration necessary with other GSA components.

  • Serve a one year supervisory or managerial probationary period, if required.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.


Qualifications

The GS-14 salary range starts at $121,663 per year.

SPECIALIZED EXPERIENCE:

In order to qualify you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience supervising and/or managing a branch, section or organization that included strategic planning, operations management, business development, and service delivery. Technical expertise is required in one or more of the following: real estate, construction, financial management, project management, acquisition or organizational development services. Experience must include experience communicating with internal and external customers to provide technical information and analysis on the activities of the branch. Also required, is experience with customer relationship management and support to manage programs and projects at the branch level or higher; demonstrated project management experience for multiple projects with individual costs up to $2.8 million in value; and demonstrated experience managing process improvement and performance metrics programs for a branch, section or organization.

  • Ability to supervise, manage, and lead a subordinate staff to successfully meet program goals and work effectively with a diverse team.
  • Knowledge of engineering standards and project management controls in order to plan, manage and direct several small to large projects for new construction and major modernization.
  • Ability to manage and direct multiple and concurrent renovation and new construction projects ranging in size from small, short duration projects to those involving expenditures of millions of dollars over multi-year periods
  • Ability to plan, schedule and resolve complex issues as it relates to all aspects of renovation and construction of project resources, including time, materials, and funds.
