Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

HRSA currently has many Public Health Analyst positions available. These positions may be located in any of the following Bureaus or Offices:

Bureau of Health Workforce - BHW helps America build a health care workforce prepared and eager to improve the public health by expanding access to quality health services and working to achieve health equity.

Bureau of Primary Health Care - BPHC funds Health Centers in communities, providing access to high quality, family oriented, and comprehensive primary and preventive health care for people who are low income, uninsured, or living where health care is scarce. Health centers provide care on a sliding fee scale and see patients without regard for their ability to pay.

Healthcare Systems Bureau - HSB protects the public health and promotes practices that improve personal health, including organ, bone marrow and cord blood donation.

HIV/AIDS Bureau - HAB administers The Ryan White HIV/AIDS Program, the largest Federal program focused exclusively on HIV/AIDS care. The program is for those who do not have sufficient health care coverage or financial resources for coping with HIV disease.

Maternal and Child Health Bureau - MCHB administers the Maternal and Child Health Block Grant to States and discretionary grants that ensure that the Nation's women, infants, children, adolescents, and their families, including fathers and children with special health care needs, have access to quality health care.

Office of Health Equity - The Office of Health Equity (OHE) works to reduce disparities and improve health equity to ensure healthy communities and healthy people.

Office of Planning, Analysis and Evaluation - OPAE serves as an agency source for policy analysis, data synthesis, organizational planning, external engagements, research, and evaluation. OPAE's work assists HRSA bureaus and offices in their efforts to improve program performance and effectiveness which ultimately, helps to attain their strategic planning goals.

Federal Office of Rural Health Policy - FORHP promotes better health care service in rural America. The Office works both within government at federal, state and local levels, and with the private sector associations, foundations, providers and community leaders to seek solutions to rural health care problems.

Office of Women's Health - OWH provides leadership on women's health and sex/gender-specific issues and policy, working within and outside of the U.S. Department of Health and Human Services to improve the health, wellness and safety of women across the lifespan.

MAJOR DUTIES:

As a HRSA Public Health Analyst at the GS-11 level, your major duties and responsibilities include:
  • Analyzing public health legislation, regulations, executive directives, and Departmental policy issues to determine their relevance to the organization's plans, programs, and activities.
  • Assisting with environmental scanning and policy research to identify public health strategies that may assisting the organization in meeting one or more of its short and long-term goals.
  • Developing and maintaining initiatives to achieve the public health impact and advance the goals of the organization.
  • Serving as a point of contact for information about public health program evaluation activities and assists in program evaluation and the measurement of program outcomes.
  • Performing special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the mission and activities of the center.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In addition to demonstrating the above public health program competencies stated above, in order to qualify for this GS-11 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience at the GS-9 level include performing the following types of tasks on a regular and recurring basis: ensuring public health program compliance with policy or legislative requirements; conducting public health related analysis (e.g. surveys, studies, surveillance, etc.); and, administrating and evaluating public health programs or initiatives to meet organizational goals and objectives.

    OR
    Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

    OR
    Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

      RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
