Duties

Summary

The incumbent is primarily responsible for managing and supporting Work Life programs to include: Telework, EAP, Wellness, Transit, Child Care Subsidy, and other programs that support the well-being of FAS employees. Also performs secondary back-up and support responsibilities relating to other administrative programs within the agency, such as records management, directives management, and other initiatives/programs as assigned.

Responsibilities

  • The duties may include, but are not limited to:
  • Plans, evaluates, and manages the Telework and Work Life programs, training resources, and related activities in support of FAS' strategic, human capital, and training plans including budget analysis and recommendations for the programs.
  • Conducts special studies that requires analysis of budgetary data including program funding and spending history. Assists in developing immediate and/or long-range budget projections.
  • Participates in agency meetings to analyze ongoing staff development activities and to develop recommendations for improved focus and operation of these activities. Attends various meetings and conferences relating to Human Capital and training.
  • Manages all aspects of FAS' Employee Assistance Program (EAP). Provides centralized assistance and technical expertise by offering consolidated services. Coordinates reporting awareness, prevention, and intervention for programs.
  • Provides guidance support to the D and I Specialist in researching, planning, and implementing initiatives to advance diversity, inclusion, and employee engagement. Participates in meetings and data calls related to planned programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Evaluation of USDA administrative processes, including those for travel, time and attendance, and budget calculation and management to provide process and procedure recommendations to management.
  • Mentored and guided others in best practices related to administrative support functions or program operations.
  • Performance of a wide variety of analytical studies and leads projects related to management controls and/or process improvements.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
