Responsibilities

At the full performance level duties include but are not limited to:

Plans, coordinates, and performs systems design and development of a major IT functional area, which may include providing direction to lower-level staff and/or contract personnel.

Interfaces with other Federal/State/local governmental agencies, agency managed care organizations, carriers, intermediaries, and other private sector organizations in the coordination of standards development and implementation.

Plans, schedules, estimates, and monitors project progress and associated development and operational costs using project management and resource estimating techniques.

Makes recommendations on how new application development concepts, techniques and tools could be applied to modernize IT systems.

Develops proposals to translate management objectives/directives into advanced IT application systems and reviews a variety of short, intermediate and long-range studies and projects to assure existing operational systems and methods provide the most effective and efficient manner of operation.

Basic Requirements for GS-2210-9/11/12/13:

Must have IT-related experience demonstrating each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • AND

    For GS-09:


    A. Have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service that includes assisting senior level analysts with conducting routine studies and tests to evaluate the system, hardware, and software; reviewing IT policy, standards and guidelines relating to systems, hardware, and software in order to apply current agency standards to all phases of system development life cycle.

    OR

    B. Have a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    For GS-11:

    A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes providing technical analysis, advice, guidance, and recommendations to senior IT subject-matter experts; and performing phases of projects, from advising on specification requirements and limitations to helping project managers define the problem or need.

    OR

    B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    For GS-12:

    Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes knowledge and experience using software technologies such as Java, Python, JavaScript Object Notation (JSON) , Extensible Markup Language (XML), Representational State Transfer (ReST), web services, Unified Modeling Language (UML), Cloud technologies and databases such as MySQL and PostgreSQL; applying customer requirements, business processes and operations, life cycle management concepts, configuration management and cost-benefit analysis methods in order to develop IT solutions; establishing metrics to measure and evaluate IT systems and project performance and total cost of ownership.

    For GS-13:

    Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes knowledge and experience using software technologies such as Java, Python, , JavaScript Object Notation (JSON) , Extensible Markup Language (XML), Representational State Transfer (ReST), web services, Unified Modeling Language (UML), Cloud technologies and databases such as MySQL and PostgreSQL; providing direction to lower-level staff and/or contract personnel; and analyzing the validation of IT needs and requirements; or Evaluate proposals related to the acquisition of IT products or services.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
