Responsibilities

  • Serve as Action Officer for foreign countries responsible for the managing of Foreign Military Sales programs including the continual development, planning, coordination, implementation, and monitoring of all requirements for the foreign countries.
  • Develop, monitor, analyze and assure that designated country('s) programs and other FMS countries as assigned are developed to cover all missions assigned to the program based on data furnished.
  • Plan and recommend control methods to be used, which will ensure management practices are implemented
  • Responsible for placing primary management, and balancing management emphasis and oversight on interoperability, life cycle management, and balancing cost, schedule, and performance while capitalizing on Acquisition Reform activities.
  • Participate in weapon system program planning and program management reviews.
  • Review and analyze program activities.
  • Exercise program control of government agencies and contractors in the accomplishment of assigned program responsibilities, making necessary adjustments, modifications, and revisions in assigned program areas to meet objectives.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
  • Selectees must meet position requirements for certification at Level Ill in the Acquisition Career Field Program Management within 24 months with an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position.


Qualifications

This position is a TERM position. It is a time limited position and may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

This is an obligated position.

Position may be filled as a temporary promotion or temporary reassignment NTE 3 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.

Specialized experience is defined as: experience in Developing and managing (program and financial management) of Foreign Military Sales cases using systems acquisition processes and the total package approach to include analyzing international customers' requirements, technical and economic feasibility, including cost, schedule and performance; managing the daily execution of FMS programs; advising high level officials on sensitive program matters AND identifying, managing and resolving FMS program issue (including coordinating resources with government agencies and contractors, and coordinating and developing technology security and foreign disclosure efforts).This definition of specialized experience is typical of work performed at the next lower grade level in the federal service NH-02/GS-11.
