Responsibilities

  • You will establish and provide system analysis, data management, application development, system administration, and technical leadership for acquisition information systems.
  • You will provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical Contract, Grants and Acquisition Department (Code 02) Information Technology (IT) issues.
  • You will design, develop, and deliver AIS projects by conducting business process re-engineering and feasibility studies and trade-off analyses.
  • You will lead project teams in advanced systems software/hardware project efforts.
  • You will utilize the following software program languages: PHP, Active Server Page .Net, Visual Studio, HTML, JavaScript, JAVA, Java Applets, Cascading Style Sheets (CSS), SharePoint, Ajax, XML.
  • You will define, interpret and manage the IT project including developing business and technical requirements, goals, metrics, cost, scope, schedule and deliverables.
  • You will conduct feasibility analysis for the adoption and implementation of new methodologies, standards, technologies, applications, or systems.

  • This position requires that the selectee meet the requirements of the DOD Manual 8570.01, Information Assurance Technical (IAT) Level III certifications within 36 months of employment.

Qualifications

There is a Selective Placement Factor (SPF) for this position. Do you possess at least one Cyber Workforce Management Program, Baseline Certifications IAT, Level II AND Computing Environment (CE) certifications? Cyber Workforce Management Program Baseline Certification examples: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP, AND Computing Environment (CE) examples: Linux+, Server+ Windows OS (MCSD, MCSE), CompTIA Cloud, AWS, Azure.

In addition to the above Selective Placement Factor (SPF) your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-04 pay band (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) applying business process engineering concepts sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to information systems; 2) utilizing knowledge of Federal Acquisition laws, regulations, processes, systems and performance measurements in order to promote automation of these efforts; 3) leading co-workers in meeting project deadlines and milestones related to advanced systems software/hardware project efforts; 4) customizing or developing software applications using: PHP, Ruby, HTML5, CSS, JavaScript, JAVA, SharePoint, ASP, XML, Linux, Shell Script, Bootstrap, .NET, Node.js, Angular.js, Foundation, jQuery, and other related web languages and tools for the development including database Oracle, SQL Server, MySQL, and deployment of web and mobile applications; 5) designing user interfaces; integrating hardware and software components; evaluating new applications software technologies; analyzing and refining system requirements; translating system requirements into application prototypes; developing, customizing, or acquiring application software programs; writing, debugging and maintaining code; testing, debugging, and maintaining software programs and applications; writing and maintaining program documentation; and monitoring and tracking progress of software projects.

Examples of experience, in order of precedence, are as follows:
  • Microsoft - Experience utilizing C#, C++, and / or VB.Net, along with SQL Server, to design, develop, and maintain web or server-based automated information systems and software. Microsoft Apps: SHAREPOINT 2019 and 365, PowerBI, Power Automate, Flow, etc.
  • Languages -Secondary programming experience in Node.js, client JavaScript with React+Redux, Angular, HTML5, CSS, other programming languages and/or frameworks. Experience with building APIs and services using REST and SOAP.
  • Cloud - Experience deploying applications to Cloud Service Providers (CSP) such as Amazon Web Services (AWS) or Platform-as-a-Service (PaaS) providers such as Cloud Foundry.
  • Development Tools and Resources - Experience with git based source control systems such as GitLab, GitHub, and BitBucket. Experience with build automation technologies such as Maven, Gradle, Webpack, npm, yarn, Jenkins, Gitlab CI.
  • Configuration Management - Experience utilizing configuration management software tools to perform release management and/or version control on software projects.
  • Oracle - Experience using Oracle products, including SQL, SQL*Plus, PL/SQL, to program software and systems changes for automated information systems.
  • JAVA - Experience utilizing Java and / or JavaScript to design, develop, and maintain web-based automated information systems and software.
  • Testing - Experience using structured processes to perform testing scenarios on automated information systems and software utilizing tools, such as Quality Center.
  • Platform Engineering - Experience serving as the technical authority for assigned applications and systems by providing support in the planning and delivery of information technology services.
