Summary

As the Managing Director (MD) of Programs for a nimble, independent U.S. government agency, the incumbent leads the shaping of the agency's vision for community-led development across Latin America and the Caribbean, articulating it to staff and external audiences. The MD supervises grant selection, portfolio management and leads a passionate team of ~25 Program staff; work is conducted in Spanish and English (written and oral).

Responsibilities

  • Builds and sustains a grants portfolio that advances our mission to foster the social and economic development of under-served communities in Latin America and the Caribbean by partnering with grassroots and community-based organizations.
  • Using a mastery of international development concepts and practices in the Latin American and Caribbean context, oversees and reviews the grants selection and administration process for all country portfolios.
  • Reviews and recommends grants for IAF President and CEO approval, ensuring that grants meet all applicable strategic, programmatic, technical, and operational criteria and that grantees comply with all applicable legal and programmatic requirements.
  • Ensures that necessary data is captured to report on our grants', gathers results, and synthesizes lessons to inform future programming.
  • Supervises approximately 25 staff, including: planning and overseeing staff work assignments; mentoring - giving advice, counsel, and instruction; identifying developmental, and training needs.
  • The MD develops performance standards and measures employee performance as well as recommends promotions, awards, and reassignment's.
  • The MD hears and resolves employee complaints effecting disciplinary measures in accordance with the agency's policies.
  • Conducts effective workforce planning, building a diverse, inclusive, and collaborative team. Recruits and interviews candidates for vacant positions.
  • Sets, updates, and communicates the Program Office's goals and priorities.
  • As part of the agency's Management Team, plays a key role in setting agency policies, defining programmatic priorities, ensuring quality of grant selection, facilitating funding and programmatic partnerships, and achieving desired program impact.
  • Consults with the IAF President and relevant Office Directors in overseeing budgetary, accounting, procurement, human resources, policy, and general administrative support for the agency's programs.
  • Articulates the agency's mission, vision, programming priorities, results, theory of change to the IAF Board of Directors, national and international gatherings, government officials, business and civic leaders, and other experts.

Qualifications

Only experience and education obtained by the closing date of this announcement will be considered.

1) Fluency in both English and Spanish, both orally and in writing,
2) Demonstrated experience living outside the continental US and working in the development arena, AND

Basic Requirements:

Applicants must meet one of the following basic requirements to be eligible for the Foundation Representative occupation:


Degree: behavioral or social science, or related discipline appropriate to the position.
OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

In addition to the meeting the basic requirements above, applicants must meet the specialized experience for each grade level.

Applicants for the GS-14 grade level must possess one year of specialized experience to at least the GS-13 level.


Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to demonstrated experience that reflects having served as a subject matter expert providing guidance regarding international or grassroots development; monitoring and coordinating programs or grants and to make recommendations; and, experience involving economic assistance projects and the interrelationships of different grant and aid processes. In addition, demonstrated experience serving in a leadership or mentoring capacity (team leader, supervisory, or comparable role); with procurement functions; and formulating and evaluating solutions is required. This experience must be clearly reflected in your resume.

Applicants for the GS-15 grade level must possess one year of specialized experience to at least the GS-14 level.

Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to demonstrated experience that reflects having served as a subject matter expert providing guidance regarding international or grassroots development; monitoring and coordinating programs or grants and to make recommendations; and, experience involving economic assistance projects and the interrelationships of different grant and aid processes. In addition, demonstrated experience serving in both a supervisory and leadership capacity; overseeing procurement functions; and formulating and evaluating solutions is required. This experience must be clearly reflected in your resume.

A written test is not required, however, if selected for an interview, portions of the interview will be conducted in Spanish, including a writing exercise.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
