Responsibilities

  • You will assist in the organization and hosting of meetings of the Ocean Research Advisory Panel, and the interagency groups, NOPP, Facilities and Infrastructure, Biodiversity and Renewable Ocean Energy, and others if established.
  • With the assistance of Office of Naval Research (ONR) support staff, you will manage partnership projects including developing and providing technical materials for peer reviews and conducting peer review panels.
  • With the assistance of ONR support staff, you will manage partnership projects including overseeing the development of materials for NOPP?s web-presence, interacting with NOPP project leads, and the collection of annual reports.
  • You will develop a draft NOPP annual report to Congress, on the status of all partnership projects and activities of the office.
  • You may be requested to develop short, state of the knowledge reports for use by the committee membership, e.g., in support of an upcoming BAA.
  • You will perform significant liaison activities between agencies and give talks to other Federal agencies and outside groups interested in learning more about NOPP.

  • You must be employed in a career position with your employer or an accredited U.S. Institution for 90 days or more.
  • You must have approval form your employer to serve on an IPA appointment.
  • Entrance on duty is contingent upon completion of a favorable pre-employment security investigation. A SECRET CLEARANCE is required for this position.


Qualifications

  • Must have a Ph.D. in oceanography or closely related discipline, in addition to six or more years of successful research experience, research administration, and/or substantial managerial experience in academe, industry, or government in oceanographic focused areas, after award of the Ph.D.
  • Applicants will have documented participation and interaction at high levels of government (SES, Senior Researchers) and in extramural grant competitions, preferably as a program officer, proposer, reviewer and/or panelist, as well as technical and/or scientific publications.
  • Knowledge in an oceanographic scientific and technical discipline but considerable breadth of scientific interest, and receptivity to new ideas.
  • Familiarity with the NOPP, its history, objectives and participating agencies will be a strong aspect of any application.
  • Evidence of working with teams across a variety of Federal and state government agencies, legislative bodies, and private sector organizations is highly desired.
  • References, recommendations or demonstration from past performance of a commitment to high scientific standards, a strong sense of fairness, good judgment, and a high degree of personal integrity, ethics and decisiveness is expected.
  • Must have, and retain throughout the contract, a permanent faculty position at a U.S. university or college.

Several vacancies may be filled.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. You must be able to obtain and retain a SECRET CLEARANCE.

This position is NOT in the collective bargaining unit.

This is a temporary appointment not-to-exceed two years from date of agreement and can be extended up to two years.

Assignees are detailed to ONR and remain employees of their parent organization for all purposes except that they are subject to certain Federal and DoD regulations.

ONR may authorize per diem allocation for an IPA assignee.

Assignees continue to be paid by their parent organization, and as such, remains covered under their permanent employer's leave and benefit system. ONR may reimburse the parent organization for the allowable amount of compensation.

Assignees to ONR are not eligible to participate in Federal retirement, group life insurance, or health benefits programs.

Federal Agencies do not offer permanent positions as a part of IPA assignments.
