Summary

The incumbent is an attorney on the staff of the Assistant General Counsel (International Affairs) who provides legal assistance to the Under Secretary (International Affairs) and the Office of International Affairs. The Office provides legal advice and support on the Office of International Affairs' activities, including on a wide range of international economic and financial matters.

Responsibilities

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Advise the Under Secretary (International Affairs) as well as the Assistant Secretaries, Deputy Assistant Secretaries, and staff of the Office of International Affairs, providing legal advice in connection with the full range of issues handled by the Office of International Affairs. These include general principles of international law and its intersection with U.S. constitutional and statutory law; the Foreign Assistance Act of 1961, the Bretton Woods Agreements Act, and other legislative provisions that govern multilateral and bilateral foreign assistance; banking and securities laws, including the Dodd-Frank Wall Street Reform and Consumer Protection Act, and their international implications; international trade and investment law, including the World Trade Organization rules, U.S. free trade agreements, and international investment treaties and arbitration; the International Emergency Economic Powers Act and export control and sanctions regimes; and regional economic and financial matters.
  • Work on matters before the Committee on Foreign Investment in the United States (CFIUS), an interagency committee chaired by the Secretary of the Treasury. CFIUS reviews transactions that could result in control of U.S. businesses by foreign persons and evaluates possible implications for the national security of the United States, pursuant to section 721 of the Defense Production Act of 1950, as amended.
  • Provide legal advice to inform the development of Treasury policy; draft and/or participate in the negotiation of international or multilateral agreements and subordinate implementing documents; prepare legislation, Executive orders, and Treasury regulations; prepare legal memoranda; prepare congressional testimony; analyze legislative proposals of members of Congress; meet with congressional staff and attending hearings; coordinate with other Treasury offices and Federal agencies; and prepare Treasury Department positions and coordinate with the Department of Justice in the event of litigation.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service. The expectation for selection for grade GS-15 will be at least the following: 12 months of pertinent legal experience at the GS-14 (or equivalent) level. For this position, specialized experience is described as experience at the next lower grade (or equivalent) in the following areas of responsibility: providing legal advice on international law, the intersection between international and domestic law, national security law, litigation, administrative law, law related to economics or finance, laws and ethical requirements governing federal agencies and employees, or matters of similar scope and complexity.

This experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education

Applicants must (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia; and (3) have at least one year of legal experience, which may include, for example, the private practice of law, practice in a government legal office, or a judicial clerkship.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
