The incumbent serves as a Senior Contract Specialist within a Branch of the BEP's Office of Acquisitions.

Responsibilities

As a Contract Specialist, you will:

- Serve as a senior level contract specialist for major acquisitions supporting a branch within the BEP's Office of Acquisitions.

- Handles complex, sophisticated and sensitive acquisitions, requiring an in-depth knowledge of contracting rules, regulations and procedures.

- Represent the organization in negotiations with leaders, both within and outside the Department of Treasury and Government in general and interact with representatives at the highest levels.

- Perform the full range of pre-award and post-award acquisition activities. Work jointly with a multitude of personnel (e.g. Program, Office of Financial Management, Office of General Counsel, etc.) and provide expert leadership to the Acquisition Team.

- Develop procurement objectives, determine procurement schedules and schedule those activities to ensure timely contract award. Determine types of contracts and special regulatory or statutory requirements that are applicable to an acquisitions.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND
-
Executing contractual agreements; AND
-
Purchasing or administering services in accordance with procurement laws, regulations and processes. AND
-
Planning and conducting negations.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:

- Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND
-
Purchasing or administering services in accordance with procurement laws, regulations and processes. AND
-
Executing contractual agreements.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as:
-
Managing contracts such as fixed price or cost reimbursement, including required clauses and special provisions; AND
-
Purchasing or administering services in accordance with procurement laws, regulations and processes.

OR


3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

OR


A combination of education and experience. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. (Attach a copy of transcripts to ensure you receive proper credit). To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Selective Factor: Employment is contingent upon one's ability to obtain/maintain an unlimited Department of the Treasury warrant, which requires an active FAC-C Level II (or equivalent) certification.

Education

Education Requirements:

Individual Occupational Requirement Basic Requirements for GS-12 and below:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For the GS-12: You must be certified at Level II in either Federal Acquisition Contracting-Certification (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA).

For the GS-13:
In order to qualify, you must meet the requirements outlined in A and B.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
