Summary

FTA is seeking highly-motivated, mission-oriented, and innovative Senior Analyst to join the Office of Information Technology to lead efforts in defining customer 'critical to quality' factors, defines and implements process improvements on key initiatives aligned to FTA that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and effective and efficient use of FTA resources.

Responsibilities

As a Senior Program Analyst, you will:
  • Reviews, analyzes, and interprets data to ensure accurate and relevant.
  • Prepares and assembles written reports according to established formats.
  • Drafts study reports for review to include comments and consideration of comments as part of the report to ensure all pertinent facts are added prior to approval decision.
  • Collects, analyzes, and verifies data relative to organization, functions, methods, staffing, facilities, equipment, layout, and workflow.
  • Researches and familiarizes self with regulations, directives, policies, Standard Operating Procedures, reports, organization and functions, prior study reports, statistics, and other data pertinent to activity to be reviewed.
  • Conducts research and analysis to prepare reports with supporting data.

This position is ideal for an ideal for a mid-career professional who has extensive experience with quality and process improvement activities using various process continuous improvement strategies, and lead project teams in order to implement these strategies.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of specialized experience equal or equivalent to the GS-13, it must include:
  • Experience adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Experience with management principles, organizational theory, and techniques of analysis and evaluation along with knowledge of administrative practices and procedures to conduct studies of FTA TAD's programs and operations.
  • Experience communicating effectively orally and in writing with both internal and external stakeholders in order to present technical or financial information to management and technical and non-technical personnel.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
