Summary

This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Advanced Reactors and Non-power Production and Utilization Facilities (DANU), Non-power Production and Utilization Facility licensing branch (UNPL). The supervisor is Greg Casto. This position is in the Bargaining Unit. Responsibilities

Serves as a Project Manager (PM) Non-Power for the processing, oversight, and review of matters associated with licensing project management of NRC-licensed Non-Power Production or Utilization Facilities (NPUFs) and assigned projects that are of average and above average complexity. Serves as the PM for the licensing, safety, safeguards and security, and environmental functions, reviews and evaluations of assigned facilities under construction, operation, deferred, permanently shut down or decommissioning and license termination status. As assigned and qualified, conducts inspections of facilities and licensing examinations of operators.

Maintains cognizance of the current Office and Division priorities and focus areas relative to assigned activities. Processes licensee submittals in accordance with office and division policy. Maintains a sound understanding of the assigned facilities' licensing basis and ensures updated final safety analysis report (UFSAR) and 10 CFR 50.59, "Changes, experiments, and tests," reviews are conducted periodically. Performs acceptance reviews, screens licensee submittals for technical adequacy, assigns priority, enters tracking information in databases, and plans and schedules work activities based on workload planning metrics. Develops and maintains review schedules for assigned projects by coordinating with the assigned NRC and contractor review personnel and with key licensee staff and keeps the status of the projects up to date in the appropriate databases. Does technical reviews within areas of expertise, when regulatory precedents exist, or as assigned. Ensures that actions are completed within prescribed time periods in accordance with office goals and objectives.

Schedules, participates in, and chairs meetings with the licensee and its representatives, the NRC staff, representatives of other government offices, and the public. Coordinates and/or presents briefings on significant design, regulatory or safety issues to staff review groups, NPUF organizations, NRC senior management, the Advisory Committee for Reactor Safeguards, and the Commission. Manages and coordinates any necessary visits to assigned facilities and related meetings with the licensee and its representatives, the NRC staff, and State and local representatives.

Performs technically challenging activities in the areas of licensing actions, interfaces, and regulatory improvements. Requires minimal supervision to act within the framework of assigned duties.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Experience performing technical and regulatory reviews for license applications and amendments for Non-Power Production or Utilization Facilities (NPUFs) demonstrating technical knowledge of NRC programs and policies relating to NPUFs.

Education

GG-0801 (General Engineering Series) and GG-0840 (Nuclear Engineering Series):

Basic Requirements:
    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
    • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

GG-1301, (General Physical Science Series):

Basic requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


Additional information

Telework: In accordance with agency policy, this position may be eligible for either project based, fixed schedule, or full-time telework. Depending on the location, this position may also be eligible for hoteling/working from another agency location.
