Summary

This position is located in the U.S. Department of Education (ED), Office of Inspector General (OIG), Management Services Division (MS) in Washington, D.C. This position supervises/manages a team of Human Resources Specialists and Assistants in the areas of recruitment, staffing, position classification, awards, benefits, payroll processing, executive resources, employee relations, diversity and inclusion and human resources development.

Responsibilities

As a Supervisory Human Resources Specialist, GS-0201-15, you will be responsible for the following duties:
  • Supervises a team of HR Specialist and Assistants responsible for the full range of human capital management, recruitment, staffing, and classification, employee relations, executive resources, benefits, operational functions.
  • Evaluates subordinates' performance; approves leave; recommends promotions, reassignments, and disciplinary measures.
  • Provides expert advice to the IG and senior management on the development of recruitment strategies in order to attract, recruit, hire, develop, retain, engage and motivate a diverse, results-oriented and high performing workforce within OIG.
  • Serves as a senior consultant on workforce and succession planning efforts. Uses operational data, attrition models, resources trends, diversity goals, economic analyses, assessments, projections, and forecasts to develop, support and recommend strategies that will help meet OIG's short- or long-term goals as defined by their strategic plans.
  • Researches, analyzes and evaluates HR laws, regulations, directives, and policy statements originating from Office of Personnel Management (OPM), Equal Employment Opportunity Commission (EEOC), and other sources.

Qualifications

Specialized Experience for the GS-15:

One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:

1. Experience in providing expert advice to senior management on the development of recruitment strategies in order to attract, recruit, hire, develop, retain, engage and motivate a diverse, results-oriented and high performing workforce.

2. Experience in supervising a team of Human Resource Specialist and Assistants responsible for the full range of human capital management, recruitment, staffing, and classification, employee relations, executive resources, benefits, operational functions.

3. Experience researching, analyzing, and evaluating Human Resource laws, regulations, directives, and policy statements originating from OPM, Equal Employment Opportunity Commission (EEOC), and other sources.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Skill in supervising a team, communicating in both oral and in writing, in order to effectively negotiate and resolve matters on a variety of complex HR problems and issues with managers, supervisors or employees.
2. Knowledge of human capital management (inclusive of position management), concepts and regulations, basic laws, OPM procedures and requirements, and OIG's unique policies and procedures.
3. Ability to analyze complex programs, policies and issues, develop recommendations for new or substantially modified approaches or solutions in these areas where existing methodology and guidelines are non-existent or inadequate.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule. Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. We may also share selection certificates amongst program offices across the agency.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3. Referral and Selection
