OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).

Responsibilities

As an Administrative Officer in the Administration and Overseas Operations (AOO) division within the OIG Office of Management, you will:

Report to the Director of the Administration and Overseas Operations (AOO) division and serve as senior advisor to the Deputy and Assistant Inspector General for the Office of Management on matters pertaining to records management, facility management, travel, security, general administration, and contracting/procurement functions at a domestic and international level.

Provide direct supervision to a team of overseas OIG management staff responsible for a broad range of regional management functions for the OIG. This team coordinates management functions, dessiminates policies, and provides direct customer support across all Office of Management functions including human capital, information technology, travel, facilities and space, and financial resources

Make authoritative recommendations, exercise professional judgment, initiative, and executive leadership while directing, coordinating, and representing assigned programs and initiatives.

Direct long-range and annual work planning and provides definitive guidance to subordinate managers in major problem areas; apply knowledge of regulatory requirements, objectives, and goals through studies, research findings, reports, regulations, and conferences with personnel.

Maintain liaison with key personnel within the Department of State, USAID and OIG to obtain, clarify or disseminate pertinent information.

Provides assistance and advice; identifies and resolves problems which could have significant OIG-wide impact.

Provide guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs, which includes an in-depth knowledge of organizational agreements, internal policies, applicable precedents, agency manuals, directives, and research materials.

Ensure that proper procurement processes are followed for the acquisition of goods and services and the execution of contracts and leases and that the integrity of the procurement process is upheld; supervise all procurement, certifying availability of funds and need for all purchases in accordance with applicable regulations.

Occasional travel - Occasional travel (less than 25%) will be required; incumbent must be willing and able to travel both domestically and internationally.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One (1) year at the GS-14 level (or equivalent) is required to meet the TIG requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to GS-14 (or equivalent) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: developing strategies for planning and implementing financial policies and guidelines; participated in logistical studies and surveys; procedures and management controls of financial payments, allowances, and reimbursements; long-range and short-range planning on administrative management matters and projects; personnel management and establishing hiring panels; facilities management, and contracting and procurement administration.
