The primary purpose of this position is to serve as advisor in analyzing and evaluating the actual or potential effectiveness of current or proposed public health programs related to Interpersonal and Self-Directed Violence (ISDV) and improvement of Resiliency within the Department of the Air Force (DAF).

Responsibilities

  • Leads the evaluation of policies, programs, practices, and processes related to ISDV prevention and resilience that incorporate strategies from national/DoD/and Department of the Air Force strategic prevention plans.
  • Preform a range of analytical work that leads to the improvement of public health programs related to Interpersonal and Self-Directed Violence (ISDV) and resilience.
  • Completes special projects/reports/surveys by compiling and reviewing detailed information; conducting thorough research into reports, publications, regulations; and provides comprehensive advice to Senior DAF leaders on findings.
  • Attends meetings, conferences, training, and professional forums to maintain proficiency and stay abreast of new trends.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0343, Management and Program Analysis Series.

Specialized Experience: One year of specialized experience which includes Expert knowledge of the methods, processes, and techniques used to evaluate the efficiency and effectiveness of public health policies, programs, and practices related to ISDV; Skill in translating scientific literature, research findings, and emerging data into innovative and actionable policies, programs, and practices for implementation across the DAF; and Expert knowledge of, and skill in, the application of administrative or analytical methods and techniques, using scientific knowledge, necessary for working within the framework of a public health and carrying out specific policy, program, and practice functions. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of public health concepts and practices to enhance the delivery of policies, programs, and practices that are aimed at reducing risk factors and promoting protective factors that impact the occurrence of ISDV and increase resilience.

2. Expert knowledge of the Public Health methods, processes, and techniques used to evaluate proposed and ongoing public health related policies, programs and practices and in the application of administrative or analytical methods and techniques necessary for working with the framework of public health.

3. Knowledge of the DAF command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect ISDV Prevention related issues and execute complex studies that involve multiple locations, a variety of programs, and numerous issues.

4. Skill to negotiate and/or defend findings and program support concepts.

5. Ability to interpret and implement DAF and DoD policies and procedures and to develop regulations and operating instructions in the absence of defined guidelines sufficient to evaluate the effectiveness ISDV prevention and resilience programs.

6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
