Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serves as an expert advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
  • Serves as an expert analyst and/or advisor for PEO/PM management regarding assigned projects and programs.
  • Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
  • Initiates action to insure that cost, schedule procedures and policies are current and implemented.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Preforms planning, programming, budgeting and execution (PPBES) of major Project Management (PM) programs. 2) Executes allocations of funds, as necessary, to accommodate new assigned functions/projects to ensure mission requirements are met, and 3) Use financial data bases to execute and analyze budget information to brief senior leadership on short/ long-term funding requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/ GS-11.

  • Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.
  • The salary range for this position is $86,335.00 to $133,465.00 Per Year including locality at the rate of 30.48%. Management will set the selectee's pay for this position within the salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
  • You will be required to undergo a background investigation leading to the successful adjudication of eligibility for Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history or an adverse credit history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
  • Position may be filled as a term appointment not to exceed 4 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years and may be made permanent without further competition.
  • You will be converted from your permanent appointment to the non-status, time-limited appointment and Return Rights are not granted from your current activity.
  • This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
