Summary

This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent will be responsible for integrating requirements and documenting information required into the annual Program Objective Memoranda (POM)/ Planning, Programming, Budgeting & Execution System (PPBES) for all Joint Staff Support Services Office (JSSSO) DOM entities.

Responsibilities

Mission Statement: Provide materials and services to ensure timely and effective mission success in support of the Chairman, Joint Chiefs of Staff, The Joint Staff personnel, CJCS sponsored activities, COCOM liaison offices, and as directed other government agencies.

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a BUDGET ANALYST at the GS-0560-12/13 some of your typical work assignments may include:
  • Develops recommendations, presents and executes budgetary adjustments to support unanticipated changes in program operations and/or funding. Resolves budgetary issues to ensure mission completion.
  • Researches, prepares and presents detailed plans, issues and schedules for assigned programs; participates as a senior analyst performing studies in contract management and fiscal planning functions.
  • Serves as the technical advisor for the identification, research, analysis and resolution of Planning, Programming, Budgeting & Execution System (PPBES) Systems requirements which provide contract support direction, coordination, and oversight of Joint Staff Support Services Office (JSSSO), funds planning.
  • Prepares and presents financial issue papers, briefings and presentations for flag level meetings and conferences.
  • Provides direct assistance and advice on specialized administrative, personnel and manpower support impacted by financial systems and changes.
  • Evaluates reports by analyzing facts, researches guidance, obtains/consolidates advisory information from SMEs, and prepares recommendations with options for JSSSO decision makers.
  • Manages the financial process for multiple on-line accounts for Dominion Power, FedEx, Cable television, Hampton Roads Utility Billing Service and multiple contract awards for infrastructure support, reviewing billing and forwarding to the Comptroller or Commander, Navy Installations Command points of contact for processing and payment.
  • Manages and executes duties as Assistant Billing Official for Government Purchase Card (GPC) requests and approvals; verifying sufficient funding, reviewing required documentation, processing requests, updating/closing records, etc.

Qualifications

You may qualify at the GS -12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

1. Utilizes professional budgetary methods, practices, procedures, regulations, precedent decisions, and policies to document the sources, types, and methods of funding for assigned budgets within an agency.

2. Applies fiscal planning management disciplines and functions to the budgeting processes of contracting, acquisition, logistics, configuration, and data management for the execution of annual and multi-year appropriations.

3. Reviews manpower utilization data in accordance with manpower authorizations to ensure manpower activities and submissions conform to programming, budgeting, and allocation requirements, guidelines, and program objectives.

4. Coordinates and processes a variety of personnel, manpower, and training matters utilizing knowledge of military command structure, missions, programs, organizational structures and function of military organizations.

You may qualify at the GS -13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

1. Applies command and federal budget formulation and execution process to assure forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.

2. Provides fiscal planning management disciplines and functions to the budgeting processes of contracting, acquisition, logistics, configuration, and data management for the execution of annual and multi-year appropriations.

3. Coordinates, processes, and implements a variety of personnel, manpower, and training matters utilizing knowledge of military command structure, missions, programs, organizational structure s and function of military organizations.

4. Reviews Table Distribution Allowance (TDA) and related manpower utilization data to analyzes, recommend, and participate in implementing staffing and organizational manpower changes.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Financial Certification Requirements: Employees are allotted 2 years in which to achieve a Level III Financial Management (FM) certification in accordance with Department of Defense (DoD) Instruction 1300.26, Operation of the DoD Financial Management (FM) Certification Program.

FINANCIAL MANAGEMENT: Selectee is allotted 2 years in which to achieve a Level III Financial Management (FM) certification in accordance with Department of Defense (DoD) Instruction 1300.26, Operation of the DoD Financial Management (FM) Certification Program. Once certified, the incumbent must meet the continuing education training (CET) requirement as outlined in DoDI 1300.26.
  • The requirement to obtain a FM Certification and subsequent CETs, applies as long as the employee remains in this position and the majority of their work in financial related duties.
  • This certification requirement is a condition of employment, and failure to obtain/maintain certification within the required two-year timeframe, without an approved waiver or extension, may result in adverse potential action.
