Responsibilities

This position serves as a Program Analyst supporting the Director of Acquisition Program Executive Officer, Program Executive Office (CG-93), in the Acquisition Directorate (CG-9) at U.S. Coast Guard Headquarters. This position directly supports the Surface Domain (CG-932) and may support specific programs within the acquisition directorate.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

*Leading complex management studies and reviews, particularly those with wide or significant effect upon acquisition planning and implementation including performance, cost, scheduling and risk analysis.

*Leading development and data management of major program documentation as required by and in compliance with acquisition policy.

*Presenting analyses such as courses of action (COAs), business case analyses (BCAs), comparative rates of return on investment (ROI) and analysis of alternatives (AoA).

*Guiding the program through the Coast Guard's Major Systems Acquisition Lifecycle Framework from an acquisition management perspective.

*Evaluates the total life cycle cost (LCC) of selected assets as well as performing in-depth analysis of the total ownership (TOC) for each asset.

Qualifications

To be considered at the GS-13 level: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. For this position, specialized experience includes contributing to and preparing financial analyses; participating in management and program studies and reviews; conducting cost-benefit analysis; ensuring operating program objectives are met; and gathering information for financial statements and financial systems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
