Responsibilities

This position is located in the Department of Homeland Security, Office of the Chief Financial Officer, Washington, District of Columbia.

Typical work assignments as a Supervisory Operations Research Analyst include:
  • Develop internal methodologies to ensure timely program reviews and efficient, effective follow-up on analytic studies and the advancement of the state-of-the-art in overall program planning, coordination and evaluation processes.
  • Collaborate across multi-disciplines on policies, programs and plans with advanced work in a number of cyber and physical infrastructure operational research and other modeling simulations.
  • Consider the broad scope and complexity affecting various programs having extensive national, regional, and international impact.
  • Design, develop, and adapt mathematical, statistical, econometric, and other scientific methods to address variables, probable effects and alternative solutions.

Qualifications

Basic Requirements

To meet the Basic Requirement for Operations Research Analyst, GS-1515 you must have a bachelors or higher degree in Operations Research; or have a Bachelors or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: To be found qualified; you must include transcripts with your application (official or unofficial) to verify your education.

Minimum Qualifications

Must have at least one year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either public or private sectors) performing the following activities:
  • Conducting resource allocation in a multi-year planning, programming, budgeting, and execution framework;
  • Designing, developing, or adapting mathematical, statistical, econometric, or other scientific methods and techniques in analyzing resources against requirements, and evaluating performance and production outputs;
  • Serving as an expert analyst and adviser in activities related to either prevention of terrorism (e.g., counter-terrorism and policing technologies, screening and credentialing, consequences of terrorist attacks, etc.) OR resilience to disasters (e.g., emergency management, preparedness and response planning, mitigation critical infrastructure protection including cyber-security, etc.)
  • NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing these duties. Otherwise, you will be found ineligible.

    Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
