Summary

This is an intermediate developmental position. This position serves as a program analyst responsible for providing analysis of a variety of subject matter relating to the effectiveness of assigned regional/Central Office program operations.

Location of position: GSA in the Office of Design and Construction, Washington, DC , 1800 F Street, NW

Responsibilities

A Program Analyst:
  • Assignments consist of learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs.
  • Analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement and management and organizational practices to determine the most efficient way to organize work.
  • Using qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects.
  • Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues deal with readily observable conditions and written guidelines covering work methods and procedures.

  • Undergo and pass a background investigation (TOP SECRET investigation level). You must be granted this clearance before you can start the job.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position

The GS-09, salary range starts at $ 59,334 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.

Specialized experience is gathering and analyzing data and information to assist in identifying, researching and proposing recommendations or solutions, and/or the implementation of policies and procedures in the administrative, management or program areas of an organization. Such experience must have included:
  • Following established methods and procedures or detailed instructions;
  • Using some judgment in applying analytical techniques;
  • Solving minor problems and making routine decision;
  • Knowledge of administrative processes or procedures in the area of the work.

  • Knowledge of and ability to use of automated systems to gather, format and analyze various program, management and organizational information.
  • Ability to communicate orally and in writing.

Required Documents
