Learn more Service Competitive Pay scale & grade GS 13 Salary $102,663 to $133,465 per year Appointment type Permanent Work schedule Full-Time Duties SummaryThe incumbent as Assistant Fiscal Officer shares responsibility with the Fiscal Officer for establishing and maintaining an integrated system of Financial Staff Services, which contributes to effective management control of VA Maryland Health Care System (VAMHCS) operations.ResponsibilitiesDUTIES: Include but are not limited to the following:At a minimum these services include financial analysis reporting and active participation in overall planning activities.As full assistant to the Chief, the most important aspect of the incumbent's relationship to management is that of providing timely financial advice required to make effective decisions and to provide for proper programing planning.As a member of the Director's Executive Committee, the incumbent regularly attends formal and informal management sessions and consistently contributes financial advice he/she considers pertinent to the discussion during all stages of planning, policy formulation and decision making.The incumbent's advice and recommendations are solicited by the VAMHCS Director and other members of the Director's Top Management Staff on all financial matters and other problems and proposed actions, which go beyond purely financial matters.The incumbent actively participates in both short and long range planning activities and in this capacity, influences decisions and actions that involve scope of programs and overall policies and procedures of the VAMHCS.The incumbent keeps abreast of the latest techniques in management improvement and VAMHCS operations.Work Schedule: 8 am - 4:30 pm, Monday through Friday Compressed/Flexible: Maybe Available Telework: Available Virtual: This is not a virtual position. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares and presents financial review reports to senior executives; applies quality improvement tools and techniques; develops plans and policies for local implementation; and utilizes complex financial systems to view financial information. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
