Overview Open & closing dates Opening and closing dates08/31/2020 to 10/01/2020 Service Senior Executive Pay scale & grade ES 00 Salary $131,239 to $197,300 per year Appointment type Temporary - This is a Senior Executive Service (SES) Limited Term Appointment not to exceed 3 Years Work schedule Full-Time Duties SummaryThis position is located in the Office of the Administrator within CMS, in Washington DC As the Senior Advisor for Policy, Strategy, and Value Based Care, you serve as lead advisor for CMS policy, strategic planning, and value-based care activities. You will be a part of the agency leadership team, supporting the advance of agency priorities and partnering with Center and Office Directors to design and implement strategies to achieve CMS's core goals and objectives. ResponsibilitiesMaintains a high level of knowledge related to public health and federal health care policies. Provides leadership, expert technical advice, and coordination of policy in order to advance value based care.Serves as a key senior advisor to the Administrator in developing policies, programs, and partnerships to further CMS's mission.Analyzes complex and highly visible actions such as CMS legislation, regulation, changes in practice by influential organizations or groups, as well as other influential statements of policy with the potential to impact CMS?s mission.Makes recommendations to improve programs or address problems and formulates alternative courses of action for solving complex program or partnership issues.Provides options and guidance for responding to complex issues and is responsible for the development of proposals in response to CMS policy needs.Develops reports that reflect an in-depth analysis and interpretation of policy matters involving relevant CMS issues.Presents expert analysis, as well as advice to senior leadership on the impact of highly visible or controversial policy actions.Works with all CMS Centers and stakeholders/partners to ensure proper coordination and analysis of national and state activities in support of CMS mission and goals.Advises on the impact of proposed, new or revised policies and regulations on CMS programs, accounting for issues such as technical feasibility, regulatory limitations, and intangible political considerations.Builds linkages and fosters joint projects and efforts of mutual interest throughout CMS, HHS and external partners, communities, and national organization.Travel RequiredNot required Supervisory status No Promotion Potential None Requirements Conditions of EmploymentU.S. Citizenship required.Background and/or Security Investigation required.The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.Applicants must submit a copy of their most recent SF-50, Notification of Personnel Action, which verifies status.All male applicants born after December 31, 1959, must have registered for the selective service. Qualifications Applicants must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Professional/Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and/or Professional/Technical Qualifications will not be accepted or considered. The following PTQs must be evident in your resume. Thorough knowledge of public health and federal health care regulations and policies, specifically in the area of value based care and innovation.Executive experience coordinating strategy, policy development and implementation of health care initiatives.Demonstrated leadership and collaboration with a wide range of internal and external senior level/key officials on complex and controversial issues concerning national health insurance programs.Education This job does not have an education qualification requirement. Additional informationSalary varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments. Veteran's Preference does not apply to the SES.
