Job Description - Capture Management Director - Logistics BD/Air Force/Navy/Department of State (2003823)Job Description DynCorp International LLCCapture Management Director - Logistics BD/Air Force/Navy/Department of State2003823Primary Location: UNITED STATES-TEXAS-FORT WORTHSecurity Clearance: None Job SummaryThe Director of Capture Management provides capture process leadership to capture strategic business opportunities, builds, trains, and leads a capture team capable of executing all aspects of the capture plan and capture/proposal processes. Responsible and accountable for all capture activities.Principal Accountabilities(Typical duties include the following, although specific duties vary by assignment or contract)Plans, directs, and controls all activities related to the capture effort for, large, complex bids including accountability of all phases of capture management. Develops capture strategies that synthesize information regarding the customer, competitors and the company's strengths and weaknesses. Creates a sound business case and value proposition that melds customer requirements with corporate goals and objectives. Translates the win strategy into a comprehensive capture plan including win themes and discriminators, competitive analysis, price-to-win, and a customer engagement plan, Communicates the vision of success that inspires and energizes the capture team.Builds an organization structure required to win and enables a smoothly operating capture team. Gain and maintain stakeholder (senior management, partners, teammates) buy-in and supportJustifies the cost of resources required to win. Develops and manages the capture budget, including the bid and proposal budgets, Develop appropriate teaming strategies, including definition and negotiation of teaming agreementsDevelops, leads, and presents step reviews.Mentors junior capture and marketing managers as assigned. Instilling practices and behaviors that improve efficiency and effectiveness.Provide leadership in fostering interdependency and maintain process accountability.Performs other duties as assignedKnowledge & SkillsExtensive knowledge of capture management process that entails the development of management, technical, and past performance approaches, cost volume management, teaming, pricing strategies and competitive assessments.Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior managers, employees, and the general public.Strong leadership skills with an ability to coach, lead, motivate and influence others to support corporate goals and objectives to produce a winning proposal within budget and schedule constraint.Ability to understand profit and loss calculations and basic business finance.Demonstrated ability to analyze business environments including typical terms and conditions and other typical bid requirements eg, Letters of credit, offset, holdback, warranties, etc.Ability to help formulate winning technical, management, past performance, cost and orals presentations strategies.Experience & EducationBachelor's degree in a field related to business development such as business administration, etc. Two (2) years' experience in business development or related discipline can be substituted for each year of the four (4) years of college. Master's degree is desirable.Twelve (12) years of Federal contractor experience supporting business development and/or capture activities to include related technical or program management experience; at least four (4) years focusing on capturing large government opportunities for USAF, US Navy or Department of State (DoS) customer with demonstrated wins in logistics, base operations support (BOS), operations & maintenance (O&M), facilities maintenance, life support, material readiness and support, contingency operations or other Logistics business lines. May substitute Federal government employment experience as either a Sr. Business Development Specialist, Supervisory Business Operations Manager, or Government Program Manager for Federal contractor BD experience.International capture experience is desirable.Proven results at competitively winning new business as a capture manager on programs of increasing value.Experience in competitive analysis, customer analysis, win strategy development, conducting step reviews and price-to win analysis.Successful completion of Capture Management training courses is desirable.Positions may require US citizenship for purposes of obtaining clearances. Additional clearances may also be required from the DoD.Desired Experience / SkillsRelevant experience in program management, contract management.Formal capture manager training and accreditation.Prior US Military service or working in other federal agencies such as DHS, DoS, and/or the intelligence community.Physical Requirements/Working EnvironmentWorks in a normal office environment with controlled temperature and lighting conditions.Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays.Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.Travel to Fort Worth Corporate Office required when proposals are live and at other times as required for other pursuit activities.
