Appointment type Permanent Work schedule Full-Time Duties Summary.Responsibilities Plans, directs, evaluates, coordinates and controls work of a multi-disciplinary Community of Practice to include business line managers and professional and technical subject matter experts (SMEs). Exercises continuing supervision to ensure that plans and investigations undertaken by the Field Operating Activities (FOAs) are soundly conceived, are formulated to the proper scale and scope, and are responsive to the various legislative and executive authorities governing restoration, conservation, and development of the nation's water and related land resources. Provides program oversight and develops and promulgate policy and guidance for projects carried out under the continuing authorities program. Reviews proposed Civil Works legislation relating to the study and project authorizations, preparation of study resolutions and other related legislation, and at the request of the DCW, providing assistance to the Congressional Committees on Public Works in preparation of the Water Resources Development Acts. Monitors Civil Works research related to planning activities. Responsible for the completion of reports of the Chief of Engineers to Congress recommending Federal participation in plans formulated by Planning and Policy on behalf of HQUSACE, Divisions, and Districts. Also, serves in a dual-hatted role as chief of a Regional Integration Team (RIT) providing primary point of contact for the Regional Business Center (RBC) in Washington, serving as the RBC's representative for all mission and support areas in resolving issues within assigned area of expertise.Travel RequiredOccasional travel - You may be expected to travel for this position. Qualifications**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up will not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) TECHNICAL QUALIFICATION (TQ) (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up will not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ: Demonstrated ability to successfully lead a Headquarters organization responsible for planning and policy responsibilities of the Civil Works organization, which is the management of the decision making process that helps determine what water resources needs of the Nation are addressed with particular emphasis on flood and storm damage reduction, navigation, an ecosystem restoration; during times of constraints budgets.EducationFOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited US education program; or full credit has been given for the courses at a US accredited college or university.
