For the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM, formerly US-VISIT), GDIT performs operations and maintenance (O&M) of the Automated Biometric Identification System's (IDENT) production and non-production environments and associated business systems. GDIT is excited to offer you a unique opportunity to join a best performing O&M team supporting one our nation's most critical homeland missions - the storage and processing of biometric and associated biographic information for national security, law enforcement, immigration and border management, intelligence, background investigations, and associated testing, training, management reporting, planning and analysis. GDIT is looking for an Application Lifecycle Senior Manager to serve under the guidance of the Program Manager as the principle for application management. The Application Lifecycle Senior Manager is responsible for managing all aspects of the application lifecycle, including development and test, release and deployment, monitoring and troubleshooting, and break-fix. Other specific responsibilities include but are not limited to: Manages several multi-discipline teams (approximately 50-60 staff) focused on providing Development and Test (including IDENT and SharePoint), Configuration Management, Deployment, Non-Production Application Support, and Production Application Support Oversees implementation of OBIM customer application enhancements, bug-fixes, and maintenance in a 24x7 enterprise environment Interfaces directly with OBIM customer to obtain feedback and direction on the enhancement of Application Lifecycle Management processes Directs team support during production system troubleshooting and remediation, ensuring appropriate resources are aware of and supporting the event Guides application enhancement and modification to ensure achievable scope is defined and future Operations and Maintenance considerations are accounted for Collaborates directly with program the Technical Directorate, Operations & Maintenance, and Security elements of program to ensure proposed application functionality and performance changes align with future direction and current operational state of the system. Required Skills / Qualifications: DHS HQ EOD required to start; must be able to obtain DHS HQ Final Suitability Bachelor's Degree (or equivalent) and/or 8+ years of related experience Strong experience with Agile and Kanban development methodologies Leadership and technical experience with biometric technologies and programs Excellent communication and organizational skills Desired Skills / Qualifications: Master's Degree in computer engineering, systems engineering, computer science, information systems, or related field of study 15+ years of related experience, with 10+ years directly relevant specialized experience in IT sector (preferably with large-scale IT and database systems comprised of a multi-tier architecture and the integration of highly complex commercial software products and custom code in C++, JAVA, and PL/SQL programming languages) and 5+ years in leadership Currency with latest Secure DevOps techniques and tools in automated code scanning, automated testing, continuous integration, continuous deployment, and continuous assessment Experience managing software development, software testing, configuration management, software/hardware deployment, or operations teams Working knowledge of Oracle WebLogic, Oracle Database, and TIBCO BW/EMS software Strong IDENT system experience (production and non-production) Strong IDENT business and workflow knowledge Experience supporting DHS OBIM #gditpriority Scheduled Weekly Hours: 40 Travel Required: Less than 10% Telecommuting Options: Some Telecommuting Allowed Work Location: USA VA Arlington Additional Work Locations: We are GDIT.
