The Emmes Company, LLC is seeking an Associate Director, Talent Acquisition based out of our Rockville, Maryland, Frederick, Maryland and/or Tysons Corner, Virginia office. Emmes provides flexibility for office location or work remote preference.

Primary Purpose

Reporting to the Human Resources Director, the Associate Director, Talent Acquisition is responsible for providing strategic leadership and oversight of Talent Acquisition Managers and direction to global talent acquisition representatives. On a day to day basis and as directed, the Associate Director, Talent Acquisition carries out strategy, provides guidance on policy, and oversees the timely resolution of issues. The Associate Director, Talent Acquisition develops and implements customized international hiring strategies, providing oversight of international expansion efforts to deploy a well-qualified and diverse global workforce.


International Talent Acquisition
  • Under the oversight of the Director, works to identify areas of opportunity for international collaboration to expand Emmes' global offices, with a key focus on employing a diverse and inclusive global workforce
  • Oversees talent acquisition managers and provides advisement to international talent acquisition representatives
  • Provides strategic, internationally engaged leadership; ensures proactive support, follow-up, and timely resolution of issues impacting global talent processes
  • Conducts weekly meetings and identifies routine opportunities for touch points to ensure effective communication channels, prioritizes deliverables and translates actions into results
  • Works with the talent acquisition management team and international team members to strategically manage and communicate international hiring data including time to fill, time to hire, cost per requisition, advertising effectiveness, and related global hiring data as required
  • Works in collaboration with the executive team to directly manage and recruit for strategic as well as executive openings
  • In collaboration with the talent acquisition managers and under the direction of the department director, routinely assesses requisition ratios, reassigning activities as required and seeking solutions to ensure strategic objectives and programs align with talent processes and best global practices
  • As directed, develops and executes international staffing plans and strategic programs to meet or exceed hiring and time to fill goals

Talent Acquisition
  • Manages strategic and/or executive recruitment for select position openings with a key focus on prioritizing hiring efforts in alignment with corporate objectives and key results
  • Ensures the data integrity of the applicant tracking system; leads and schedules compliance trainings, and strategically identifies programs and targeted outreach for attracting an inclusive candidate pool
  • Assesses, identifies, and recommends strategies to facilitate hiring and collaboration between global office locations

Business Development & Forecasting
  • Works collaboratively with talent acquisition management and business development teams to understand staffing recommendations for proposals, communicates adjustments to domestic and international talent acquisition team members on a routine basis

  • Provides policy advisement and oversight of international (should this be under international?) hiring programs and practices
  • Communicates hiring goals and manages compliance efforts through developing diverse hiring programs and outreach efforts
  • Utilizes familiarity of Equal Employment Opportunity (EEO) and Office of Federal Contract Compliance Programs (OFCCP) government contractor recruitment compliance measures
  • Other duties as assigned

  • Bachelor's degree in Business Administration, Human Resources, Psychology, Sociology or a related field plus 10 or more years total of progressive, tenured global company experience with overseas locations, managing human resources or talent acquisition functions including 5 years supervisory experience managing one or more managers with direct reports
  • Global Professional in Human Resources (GPHR), AIRS Certified Diversity Recruiter (CDR), or a related talent acquisition certification preferred
  • Experience with an applicant tracking and/or HRIS system required; Taleo Business Edition, Taleo Enterprise and/or ADP preferred
  • Advanced knowledge and previous responsibility in the areas of effective management practices, goal setting, employee development, and administering performance reviews required
  • Ability to effectively lead management teams including collaboration skills, ability to share responsibility for results, providing and accepting feedback, requesting and providing support, and representing management plans and decisions
  • Demonstrated applicant interviewing and assessment skills with the ability to represent the company, explain work environment, benefits package, and develop an approach for executive hires
  • Knowledge of international labor laws pertaining to the hiring process including in-country salary scales, and standard in-country benefits for multi-national countries including, but not limited to, Canada, Europe, and/or India strongly preferred
  • Knowledge of federal and state laws applicable to hiring compliance including EEO and OFCCP
  • Work history implementing strategic programs in alignment with organizational goals; ability to translate strategic vision into actionable results on a global basis a must
  • Understanding of human resource principals including succession planning, retention, and diversity and inclusion strongly preferred
  • Ability to communicate clearly and concisely both orally and in writing; proficiency in written and spoken English required; fluency in a secondary language including French, Italian, Russian and/or German preferred
  • Proficiency with virtual meeting platforms including Zoom, Skype for Business, Go to Meeting
  • Ability to travel up to 10% globally (Post-COVID) and maintain a flexible work schedule
